CityOs LUC, specifically Articles 2. Administration (Development Review
Procedures), Article 3. General Development Standards, and Article 4. [Zoning]
Districts, particularly Division 4.6 Neighborhood Conservation, Low Density
District.
11. A neighborhood, meeting will need to be held for this development proposal prior
to formal submittal of a PDP. Please coordinate this meeting with Steve Olt of
the Current Planning Department. He can be reached at 221-6341.
12. Please Note: If there is a subdivision plat as part of this development request
the following requirement must be met:
The applicant must provide a copy of "Certificate of Taxes Due" with the
mylar of the subdivision plat when it is brought to the City's Current
Planning Department for recording. The certificate may be obtained from
the Larimer County Treasurer's Office and must reflect a zero (0) balance
before the City will accept the mylar. Larimer County is requiring this
document, showing no outstanding property taxes, before they will accept
and record subdivision plats.

Tom Reiff of the Transportation Planning Department offered the following
comments:
a.. A TIS, addressing all modes of transportation, will probably be required
with your Project Development Plan (PDP) submittal. Please contact Eric
Bracke of the Traffic Operations Department, at 224-6062, and Tom
Reiff of the Transportation Planning Department, at 416-2040, to
determine what information is needed in the TIS pertaining to Level of
Service for vehicle, pedestrian, bicycle, and transit modes of
transportation.
b. There must be good bicycle/pedestrian connections to and from the
surrounding areas.
c.' Safe, secure, and convenient bicycle parking areas must be provided near
the entrance of the building.
d. There is some concern about the number of people that could be present
in this facility at any one time. A neighborhood meeting should be held
prior to the applicant's formal submittal for development review.

7. Monica Moore of the Light & Power Department indicated that no changes are
being planned for the City's electric service to this property and, therefore, they
have no comments.
8. Doug Moore of the Natural Resources Department offered the following
comments:
a. Native plant materials and grasses should be incorporated in the
Landscape Plan if new landscaping is going to be proposed.
b. The trash enclosure should be designed to accommodate recycling and
should be properly screened from view.
C. Please meet with Tim Buchanan, the City Forester, to discuss the City's
tree protection standards pertaining to existing trees on -site.
9. This development request will be subject to the current Development Review
Fee Schedule that is available in the Current Planning Department office. The
fees are due at the time of submittal of the required documents for the Project
Development Plan and Final Compliance phases of development review by City
staff and affected outside reviewing agencies.
5. Katie Moore of the Engineering Department offered the following comments:
a. The standard utility plan submittal requirements may apply to this
development request.
b. Street oversizing fees will apply to this development request. The fees are
based on vehicle trip generation for the proposed land uses in the
development plan. Please contact Matt Baker, at 224-6108, for detailed
information on the fees. The fees will be collected at the time of issuance
of building permits.
C. A Transportation Impact Study (TIS); addressing all modes of
transportation, will probably be required with your Project Development
Plan (PDP) submittal. Please contact Eric Bracke of the Traffic
Operations Department, at 224-6062, and Tom Reiff of the
Transportation Planning Department, at 416-2040, to determine what
information is needed in the TIS pertaining to Level of Service for vehicle,
pedestrian, bicycle, and transit modes of transportation.
d. Any existing and damaged curb, gutter and sidewalk in the right-of-way
adjacent to this property will need to be replaced.
e. Improvements to West Mulberry Street and Wayne Street may be
necessary. This will be determined after the City receives and reviews the
TIS. This development will be responsible for the cost of any necessary
improvements.
f. Additional street right-of-way for West Mulberry Street, to the constrained
arterial standards (51' from the centerline), may be necessary.
g. The alley may need to be improved and paved to the nearest street.
h. The Larimer County Urban Area Street Standards will apply to this
development proposal. Any street improvements associated with this
development must comply with these standards.
i. A Development Agreement and Development Construction Permit may be
required, depending on the improvements needed.
j. Access from the site directly onto West Mulberry Street will not be
permitted. , .

2. Roger Buffington of the WaterMastewater Department indicated that no
changes are being planned for the City's water and sanitary sewer services to
this property and, therefore, they have no comments.
3. Glen Schlueter of the Stormwater Utility offered the following comments:
a. This site is in the City's Old Town Drainage Basin. The new development
fee is $4,150 per acre, which is subject to the runoff coefficient reduction.
This is charged if there is any increase in imperviousness (hard surfaces
such as buildings, pavement, etc.) greater than 350 square feet on the
site. The site is in Inventory Grid #6H.
b. If there is an increase in imperviousness greater than 350 square feet
then the standard drainage and erosion control reports and constructions
plans are required and they must be prepared by a professional engineer
registered in the State of Colorado.
c. It appears that there is some floodplain on this lot, so the substantial
improvement policy may apply. Please contact Marsha Hilmes-Robinson
for the floodplain requirements. Her number is 224-6036. A floodplain use
permit may be required.

4. Ron Gonzales of the Poudre Fire Authority offered the following comments:
a. This facility will be classified as a Type "A" Occupancy.
b. A fire hydrant must be located within 300' of the building.
C. Fire flows of 1,500 gallons per minute at a residual pressure of 20 pounds
per square inch must be provided.
d. Addressing for the building (minimum 6" high numerals) must be visible
from the closest street that it fronts on.
e. A fire alarm for this building may be necessary.

LAND USE DATA:
Request for a cultural center for young people and students. The capacity for this
facility would be approximately 100 people at anyone time. It will be a tax-free
foundation set up as a memorial to a family member. The property is at 1024 West
Mulberry Street and the home was built in 1940. The property is in the NCL
Neighborhood Conservation, Low Density Zoning District.
COMMENTS:
1. Gary Lopez of the Zoning Department offered the following comments:
a. The property is in the NCL — Neighborhood Conservation, Low Density
Zoning District. The proposed cultural center, if defined as a "place of
assembly", is a permitted use in the NCL District, subject to a Planning
and Zoning Board (Type II) review and public hearing as set forth in the
City's Land Use Code (LUC).
b. The first step in the City's formal development review process will be a
complete submittal of a Project Development Plan (PDP) to the Current
Planning Department.
C. Provide a secure bicycle rack near the primary entrance to the building.
d. The maximum parking allowance on -site for the "place of assembly" use is
set forth in Section 3.2.2(K)(1)(g) of the LUC. It is based on the seating
capacity in the facility (1 space per 4 seats) or the size of the building (1
space per 1,000 square feet of floor area), whichever is greater.

For your information, attached is a copy of the Staff s comments
concerning the request for the Young People & Student Cultural
Center at 1024 West Mulberry Street, which was presented before the
Conceptual Review Team on June 11, 2001.
This is a request for a cultural center for young people and students. The
capacity for this facility would be approximately 100 people at any one
time. It will be a tax-free foundation set up as a memorial to a family
member. The property is at 1024 West Mulberry Street and the home
was built in 1940. The property is in the NCL - Neighborhood

The comments are offered informally by Staff to assist you in preparing
the detailed components of the project application. Modifications and
