SUBJECT: Eckerd Drug Store (College/Drake) Transportation Impact
Study Addendum (File: 0343ME01)
This memorandum will serve as an addendum to the "Eckerd Drug
Store (College/Drake) Transportation Impact Study," July 2003. City
staff requested additional information regarding a right-in/right-out
access to College Avenue, located approximately 200 feet south of
Drake Road. This addendum required an additional traffic count at
the subject access, along with a reassignment of the site generated
traffic to this access. Pertinent figures from the TIS are provided
in Appendix A to this memorandum.
Figures 2 and 3 in Appendix A show recent peak hour traffic and
averaged recent peak hour traffic at the key intersections including
the subject access. It was observed that most of the vehicles using
this access are related to the Sinclair gas station and the various
uses in the building to the east of the Sinclair station. Figures 6
and 7 in Appendix A show the .respective short range (2005) and long
range (2025) background peak hour traffic with the subject
intersection added.
Figure 8 in Appendix A shows the site generated peak hour
traffic at the key intersections. Due to the proximity of the right-
in/right-out access to Drake Road, it is unlikely that the vehicles
turning right onto College Avenue could get into the northbound left -
turn lanes approaching Drake Road. Therefore, the site generated
traffic using this access will only go northbound on College Avenue.
The site generated traffic that would make a left -turn onto Drake
Road was assigned to the College/Thunderbird intersection.
Figures 9 and 10 in Appendix A.show the respective short range
(2005) and long range (2025) total peak hour traffic at the key
intersections. By observation, it is unlikely that redistribution of
the site generated traffic to the right-in/right-out access to
College Avenue will significantly change the operation of the key
intersections as shown in the cited TIS. Therefore, the intersection
analyses were not recalculated.
