Response: The existing Commercial building is located on the property line
and access to the building is through two doors located on the west side of
the building. Shrubs are shown on the plan up to the first building entrance.
The turf strip is in place to allow access to the building from the adjacent
parking stalls.

[10/22/03] Their response letter points out that there is a 5' to 6' high wall that will
remain. However, Sec. 3.2.1(E)(4)(a) states that the screen wall SHALL be 6'
in height. Since they are proposing to keep a wall that is less than 6', a
modification will be required or alternative compliance per Sec. 3.2.1(N) must
be approved.
The landscape buffer along the east lot line adjacent to the residential is not
adequate screening. Per Sec. 3.2.1(E)(4)(a) of the LUC, a 6' high fence or wall is
required in addition to the plantings.
Response: The wall is 5'- 5" in height. Another solid block course will be
added making the wall 6'- 1".

function as a one-way drive. Please narrow the driving lane as it approaches the

from driving the wrong way.

[10/28/031 It appears that the new pavement shown on the frontage road will not
have a steep enough cross -slope. The cross -slope of new pavement should be as
steep or steeper than that of the existing pavement in this instance. Also, the
pavement cut should occur at the middle of the lane, approximately 6' from the curb,
instead of 2' from the curb.
Response: Moved cut line. Revised cross slope.

[10/28/03] Regarding the driveway onto Drake: The underwalk drains need to be
moved outside of the curb returns and the ramps need to be a minimum of 6' wide
instead of 4' wide.
Response: Ramps are 6' wide. Underwalk drains have been moved to the
greatest extent possible and a variance is attached.

[10/27/03] Since the closure of the frontage road is not occurring at this time, please
add the note to the plans that it may be closed in the future.
Original comment:
Due to the proximity of the frontage road intersection with Thunderbird to the College
intersection with Thunderbird, it is strongly suggested that the frontage road access
to Thunderbird be removed. If the closing does not occur with this project, please
note on the plans that it may happen in the future. If the closing occurs with this
project, then the parking setbacks from the frontage road will no longer be needed.
Response: The note will not be added to the plans as the City of Fort Collins
has the ability to close any public road whenever there is a public danger. This
was agreed to by Tess Jones and Dave Stringer in separate meetings.

The driveway cut onto Drake does not meet the minimum separation distances both
from the adjacent driveways and from the nearest streets (the required distance is
460'). Please explore consolidation of the driveways on Drake to share access with
adjacent properties. The TIS says that the driveways will be consolidated (page 8
under paragraph III).
Response: Variances are noted on sheet 2.

[10/27/03] The variance requests for parking setbacks have resulted in the
following: approval of the request for the shown setback from Drake Road,
and approval of a 20' setback from the frontage road (15' was requested, but
not approved).
Original comment:
Parking does not meet the parking setback requirements under LCUASS Figure 19-
6. The setback from Drake should be 75 feet, while the setbacks along the frontage
road and Thunderbird should be 50' from the flowline of the road to the edge of the
first parking stall.
Response: Parking stalls adjacent to the Frontage Road have been adjusted to
accommodate the approved 20'.

Original comment.
Please use radius -style driveways on arterials (Drake and College). Please use
standard driveway cuts on all other streets (frontage road and Thunderbird) unless
there are 350+ trips through each, in which case, please use the radius -style
driveways here as well. Please label the radii and ensure that they match the
standard values.
Response: We have changed the driveway to radius style on Drake (and have
labeled the radii which meet criteria) and deleted the connection to College.
The Thunderbird entrance has a standard drive.
