transformer(s) also must be within 10 ft. of a paved surface for line truck access.

Len Hilderbrand of Xcel Energy (Public Service) indicated that his same comments
from 8/7/03 still apply to this development proposal. A copy of those comments is
attached to this comment letter.
This item is scheduled for an administrative public hearing on November 17, 2003.
Responses and revisions to these latest comments may be addressed with your Final
Compliance (FC) submittal to the City. If done at FC (not as revisions to the POR
please contact me to determine the submittal requirements. Be sure and return all of
your red -lined plans when you submit.

Please move manhole so that it is outside of the easement.
The storm sewer manhole along Boardwalk Drive is located in an area that is typically
used by Light and Power for their line (behind the walk). Please check with Light and
Power to make sure that this location is OK for them. If the manhole is kept at that
location, then the lid needs to be offset to keep it away from the walk. The line along
JFK could also conflict with gas lines. A utility coordination meeting might be helpful
to clarify these issues.

[10/28/03] No structure of any kind (foundations/footings, etc) are allowed in the
utility easements - it appears that the building to the west may be too close to
the proposed utility easement. The building will need to be moved to the north
slightly so that no part of the building/footings lie with the proposed utility
easement.
No private structures such as storm sewer lines, private easements or detention
ponds are allowed in the utility easements. Per a discussion between
Stormwater/Engineering/Northstar after Staff Review 10/29/03, it was
agreed that because of site constraints that the storm sewer will become a
public line once it crosses the proposed utility easement. However, the line
must be maintained by the developer, not the City. The 10" line for the roof
drainage will be rerouted so that it does not fall within the public utility
easement. The detention pond, however, will not be allowed in the utility
easement and needs to be slightly re -graded.

(08/26/03) Show and label all existing and proposed utility easements, both on and
off -site. Please dedicate additional utility and drainage easements by separate
document. It may be helpful to prepare an easement exhibit showing what's existing
and what's proposed so that we can keep it all straight. You will want to vacate the
portion of the existing utility easement that is no longer needed, however, that can not
be done until the new easement is dedicated and the new line installed.
