An easement exhibit would be good. They are not clearly shown on the plans. 2. Please make sure that the project name is consistent on all plans. 3. A separate phasing sheet may be needed for clarity. 4. A utility coordination meeting for this project would be desirable to better address all issues. 5. All necessary letters of intent for off -site improvements and easements from affected property owners must be provided before this development proposal can go to public hearing. Stormwater/Basil Hamdan 1. The location of the (existing) gas line must be shown on the utility plans. 2. The proposed trellis between Buildings 1 & 2 cannot be located over an easement. 3. Dedication of new and vacation of some existing easements are necessary. This should be done prior to public hearing. Water-Wastewater/Jeff Hill 1. The plans that are part of the initial submittal contain significant drafting errors. This completes staff (and outside reviewing agencies) review and comments at this time. Additional comments and red -lined plans may be forthcoming. This proposal is subject to the 90-day revision re -submittal requirement (from the date of this comment letter, being September 4, 2003) as set forth in Section 2.2.11(A) of the Land Use Code. Be sure and return all of your red -lined plans when you re -submit. The number of copies of each document to re -submit is shown on the attached Revisions Routing Sheet. Page 8 Department: Water Wastewater Issue Contact: Jeff Hill Topic: Utility Plan Number: 32 Created: 8/27/2003 Maintain 4 feet minimum separation between meter pit and all permanent structures (i.e. building envelope, trash enclosure, retaining walls, etc.). Place meter pits and curb stops adjacent to the main when possible. Since this line is carrying flows from the main ShopKo parking lot, a private easement may be needed between the owner of this parcel and the owner of the 5hopKo, Parcel A. Please add notes on the plan to that effect. Topic: Utility Plans Number: 28 Created: 8/26/2003 The storm sewer manhole along Boardwalk Drive is located in an area that is typically used by Light and Power for their line (behind the walk). Please check with Light and Power to make sure that this location is OK for them. If the manhole is kept at that location, then the lid needs to be offset to keep it away from the walk. The line along JFK could also conflict with gas lines. A utility coordination meeting might be helpful to clarify these issues. Department: Traffic Operations Issue Contact: Eric Bracke Topic: Traffic Number: 8 Created: 8/5/2003 The Transportation Impact Study prepared for the project dated July 2003 is acceptable and no revisions are required. The project has minimal impact to the surrounding public street network and no street/geometric improvements on JFK or Boardwalk will be required. Minor street left turns fail but this is normal and can be (expected. Increase the width along the NE walkway from JFK to a 6 foot minimum. Number: 36 Created: 9/1/2003 The LUC requires that bike racks be located near building entrances in a visible secure location. Please relocate bike racks near the primary entrances to the stores. See red lines for suggested locations. Location and orientation of enclosure (away from buildings) will make natural surveillance difficult - further hindered by location of Austrian Pine. Topic: Grading Plan Created; 8/26/2003 Number: 11 Created: 8/21/2003 Please provide an interim grading plan showing how the Phase 2 area will be graded prior to its construction and after Phase 1 is completed. Please provide tree protection notes on the plans specifying that trees in the area where the new storm sewer is proposed on the east side of the side will be protected in place during construction. Topic: Grading plans Number: 30 Created: 8/26/2003 Please provide cross sections along the east side of the building showing the slope from the building, the swale and the storm line along JFK. Another cross-section along the retaining wall and pond would also be helpful. Add tree protection notes to the grading plan. Show and call out protective construction fencing for trees to remain. Topic: Storm Sewer Alignment Number: 10 Created:8/21/2003 It seems that the storm sewer line coming from the parking area inlet will be crossing under a trellis cover. Please make sure that this line is a private line that would not require a public easement for it to be allowed. If this is a private line and the then the Page 5 utility easement that is no longer needed, however, that can not be done until the new easement is dedicated and the new line installed. The developer will need to coordinate transformer location(s) with Light & Power Engineering. Transformer(s) will need to be a minimum of 3 ft. from any structure and have a minimum of 8 ft. of clearance to the front side of the transformer. It may be helpful to prepare an easement exhibit showing what's existing and what's proposed so that we can keep it all straight. You will want to vacate the portion of the existing Page 3 Number: 46 Created: 9/3/2003 The bike racks, as. shown, do not appear to be in convenient locations relative to the building entries. Depending on the design of the racks, parked bikes could possibly hinder pedestrian movement on the sidewalks around them. Number: 47 Created: 9/4/2003 The parking spaces in front of Building 2 are 17' deep. In 2 locations there are metal roofs held up by 3 columns each. The outside of these columns are only 4.5' from back of curb. City Code requires that there be at least a 6' clear sidewalk in front of 17' parking spaces. This is to allow for at least 4' of unobstructed pedestrian movement. The proposed 4.5' between the columns and back of curb is not in compliance with Code; therefore, something must be changed.. Number: 48 Created: 9/4/2003 There is a section of proposed new sidewalk at the west end of Building 2 (where the bike rack is located) that is not shown on the Landscape Plan. This new sidewalk will also conflict with an existing Pear tree. The sidewalk is necessary, however, for direct pedestrian connectivity from the retail/office entries in the new building to the public sidewalk. Topic: Utility Plan Number: 40 Created: 9/3/2003 Len Hilderbrand of Xcel Energy (Public Service) offered the following comments: a. Xcel Energy has a 6" FB gas main along the east side of JFK Parkway. They will need to extend a gas main across JFK Parkway to serve the proposed project. b. No trees may be planted within 4' of any gas lines. C. They need a minimum 9' wide utility easement. A 9' easement is not adequate if other utilities equipment (telephone, cable, electric, etc.) is to be located within this easement. The concern is about whether or not these light sources will comply with the City's code requirement that they be down -directional and not create any off -site light spillage. Also, there is minimal landscaping being provided to screen the enclosure as proposed. Is there no better place to put this element of the project?
