The staff recommendation still stands to support the Employment Zoning for all three
properties. These alternative actions were highlighted for Council members to better
understand what will be required of them if the Council agreed with the Planning and
Zoning Board. Please refer to attachment # 6 of the Agenda Item Summary No. 24, staff
response to proposed Medium Density Mixed -Use Neighborhood (MMN) from James
Webster, property owner of Parcel # (87072-00-002), dated 3/26/03.

RE: East Mulberry Corridor Plan Rezoning Item No. 24, Ordinance No. 066 —
Read before packet of information for the April 15, 2003 Hearing.
ISSUE:
Since the AIS packet was distributed for the Council Hearing on April 10, staff has
received the Summary of the Planning and Zoning Board recommendation on the East
Mulberry Corridor Plan Rezoning (April 10, 2003 Public Hearing) and is attaching this
material to City Council in the "Read Before" Packet.
The recommendation from the Planning and Zoning Board (3-1) was to not support the
staff recommendation for Employment Zoning on all 3 parcels, but instead supports
Medium Density Mixed -Use Neighborhood (MMN) Zoning of the Webster property and
Employment on the other two properties. If Council decides to agree with the Planning
and Zoning Board recommendation, the following additional actions will need to be
taken at Second Reading:
Adoption of a Resolution amending the East Mulberry Corridor Plan. This
amendment will include revisions to the text in Chapter 5 (Land Use Summary
Table) for acreage and population, and graphic change to the Framework Plan
Map showing the location of MMN. Since this Plan was a joint project between
the City and County, it will also need to be adopted by the Larimer County
Planning Commission following a recommendation by the Board of County
Commissioners.
