Plans
13) Please modify and resolve per redlines.
14) Include the most up to date floodplain boundaries from the URS floodplain modeling
report dated March, 2011.
15) Ensure 100-year floodplain (current effective), floodway (current effective), 100-year
floodplain (proposed), floodway (proposed) are included on plans and clearly delineated
and labeled. Use different line types and line weight if necessary.
16) Change nomenclature to "current effective" and "proposed" for floodplain boundaries.
17) Check floodway and floodplain line work. Floodway appears to exceed the boundaries
of the floodplain in some locations.
18) Check cross section lines on Overall Floodplain sheet. These must reflect those
shown and utilized in the floodplain modeling report.
19) Plat, please remove BFE lines.
20) Please include benchmark information on Plat, Landscape and Site Plans.
21) Landscape and Site Plans, Please include floodplain exhibit.
22) Landscape and Site Plans, fencing within the floodway must meet Chapter 10
requirements. Fence must be break away and cabled together to be non-floatable, or can
be designed to allow passage of water by having a flap or opening in areas below the base
flood elevation sufficient to allow floodwater to pass freely. Please contact Brian Varrella
(bvarrella@fcgov.com) for standard fence detail.
23) Landscape Plan - Per Chapter 10 of City Code, ensure any floatable materials in the
floodway are anchored such as bicycle racks.
24) Landscape Plan -Per Chapter 10 of City Code, placement of new vegetation in the
floodway in a location or of a quantity or type that is determined to likely result upon
maturity in an increase in base flood elevations is prohibited. Please review plant types in
the floodway to ensure they meet this requirement. Evergreen trees often block
conveyance with low branches and cause water surfaces to rise. Smaller plants must be
able to lie down under flood flows to ensure no blockage of conveyance. Willows often do
not have the flexibility needed to lie down under flood flows.
25) Landscape Plan - Please add note to plans: Placement of new vegetation in the
floodway in a location or of a quantity or type that is determined to likely result upon
maturity in an increase in base flood elevations is prohibited.
26) Please include benchmark information and standard notes detailed below on the Plat,
Landscape Plan and Site Plans, Utility Plan (General Notes), Grading Plan, and Overall
Floodplain sheet.
a. Portions of this property are located in the City 100-year flood fringe and floodway of the
West Vine Basin, and are subject to the requirements of Chapter 10 of City Code.
b. No storage of materials or equipment shall be allowed in the floodway. Whether
temporary (during construction) or permanent.
c. An approved floodplain use permit is required for each site construction element
(landscaping, fencing, roadway, detention ponds, bike paths, parking lot, utilities etc.) in the
floodplain prior to mobilization.
d. No -rise certification is required for all site work including landscaping within the
floodway. Re -certification of no -rise is required for as -built conditions.

04/29/2011: Please provide a statement in the drainage report text for this sub -basin that
the flows are less than historic that will be entering the ditch. When the ditch company
signs the utility plans, the signature will be the approval necessary.
[11/19/10] The City has decided the small east retention ponds may cause more
concerns than a benefit. These small ponds can be removed which will also allow the
removal of the retaining wall. The ditch company must also aprove the free release of
these flows. The City can help justify this if needed. Please update the drainage report
that these flows are no longer to be detained and show in the table that is provided in the
text of the report. The proposed flows entering the irrigation ditch will still be much lower
than the existing flows into the ditch.

having to remove this wall when the master planning improvements take place some time
in the future. A meeting is requested to discuss and to come to an agreeable solution.

04/26/2011: There have been problems in past projects with drainage flowing over a
retaining wall like what is proposed along the eastern retaining wall of the north -south
pond. An underdrain with small area inlets along the lotlines usually works well and
maintains the structural integrity of the retaining wall. We should discuss this at the same
time with the comment above.

Floodplain Modeling Report
2) Information contained within the floodplain modeling report warrants further

Floodplain Use Permits
3) An approved floodplain use permit is required for each site construction element
(landscaping, fencing, roadway, detention ponds, bike paths, parking lot, utilities etc.) in the
floodplain prior to mobilization.
Drainage Report
4) Please modify and resolve per redlines.
5) Please include floodplain modeling report date when referencing.
6) Please include a statement why the modeling report was needed (proposed roadway
through the floodway caused a rise that needed to be mitigated?). Include statements that
the floodplain boundaries were changed with this process and documented through the
floodplain modeling report.
7) As all structures are out of the 100-year floodplain, there is no floodplain requirement to
elevate these structures. Remove all language related to the elevation of basements,
garages and structures that are not necessary.
8) Include a note indicating the vertical datum and units used for the elevations.
9) Include information specifically on how the project is in compliance with Chapter 10 of
City Code.
10) Include information that an approved floodplain use permit is required for each site
construction element (roadway, fences, landscaping, bike paths, parking lot, utilities etc.)
in the floodplain prior to mobilization.
11) Please add to the no -rise note that re -certification of no -rise will be completed for

04/29/2011: Please provide the increased drainage easement as soon as it is obtained.
[11/19/10] A drainage easement is required for the area of the swale that is to be graded
on off -site property.
[10/13/09] On the overlot grading plan, notes and some spot grading needs to be included
to show how the low flows entering the property from the private pond to the west will not
flow into this proposed water quality detention pond. A constant low flow will cause
problems to the proposed detention ponds.
[9/26/08] The south water quality pond is proposed within a wetland and will have
problems with ground water. The pond will fill full of water and flow down to the retention
pond where there is no outfall. This will cause both the water quality pond and the
north -south retention pond to fill with 3 feet or more of water. The pond can not hold water
for more than 72 hours, so this is a problem and needs to be resolved.

[11/24/10] The applicant needs to schedule a site visit with the City Forester to determine
which trees on the site are significant. Significant trees need to be shown on the plans with
intent to save or remove. Significant trees to be removed need to be mitigated.
Add tree protection notes found in 3.2.1 G 1-7
English Oak needs to be specified as Skymaster English Oak on the plant list.
Add these Planting notes:
• A permit must be obtained from the City forester before any trees or shrubs as noted
on this plan are planted, pruned or removed on the public right-of-way. This includes
zones between the sidewalk and curb, medians and other city property. This permit shall
approve the location and species to be planted. Failure to obtain this permit may result in
replacing or relocating trees and a hold on certificate of occupancy.
• The project manager shall contact the City Forester to inspect all street tree plantings
at the completion of each phase of the development. All trees need to have been installed
as shown on the landscape plan. Approval of street tree planting is required before final
approval of each phase.

05/02/2011: Missing spot elevations, 30' minimum is not being met in all intersections.
04/29/2011: Per details 7-27 and 7-28, there is a 30' minimum transition requirement.
Please adjust your design accordingly. Still missing a lot of spot elevations per same
details. I am unable to review your intersection design until all information is present and
the correct transitions are given.
[12/1/10] Please show/dimension all transition lengths in each intersection detail.
[10/15/091 We still need the intersection spot details.
[10/8/08] Please provide intersection spot details in accordance with Figure 7-27 and
7-28.

subsurface report.

04/29/2011: All lot corners including where ever the property boundary changes direction
must have a spot elevation called out.
[12/1/10] Still missing a few.
[10/15/09] Still missing some.
[10/8/081 Please provide finish grade elevations for all lot corners. I marked a few but did
not get them all.

05/02/2011: Could not find the typical driveway location detain mentioned in the response
letter. Repeat comment - all driveways must be stationed on streets with vertical curb.
You may use a typical driveway detail for the rollover curb streets. That typical section
must be placed on all P&P sheets with dimensions, utilities and street tree placement
included. A note on all grading sheets refering to this detail must be included as well.
[12/1/10] Repeat. Please show and station all driveways.
[10/15/09] Repeat. These are narrow lots and the driveways must be placed exactly
where they are shown to make sure they aren't placed over the water line. Can do either a
typical lot detail with dimensioning for the rollovers and place a note on the plans that
states that all driveways must be constructed per the detail OR you can individually station
them.
[10/10/08] Station all driveway intersections in both plan and profile views. If you don't
want to station both sides of the driveways, you station one side only and put a typical
driveway intersection detail on each sheet of the P&Ps showing the one side stationed and
dimension out the typical width of the driveway. That way you would only have to station
boths sides of atypical driveways.

[10/6/09] Front Elevation for Plan B, sheet 10, appears to be incorrect. It is the Front
Elevation for Plan A on the same sheet and does not fit with the other 3 elevations for Plan
B.
