Please review plant types in the floodway to ensure they meet this requirement. Evergreen trees often block conveyance with low branches and cause water surfaces to rise. Smaller plants must be able to lie down under flood flows to ensure no blockage of conveyance. Willows often do not have the flexibility needed to lie down under flood flows. 25) Landscape Plan - Please add note to plans: Placement of new vegetation in the floodway in a location or of a quantity or type that is determined to likely result upon maturity in an increase in base flood elevations is prohibited. 26) Please include benchmark information and standard notes detailed below on the Plat, Landscape Plan and Site Plans, Utility Plan (General Notes), Grading Plan, and Overall Floodplain sheet. a. When the ditch company signs the utility plans, the signature will be the approval necessary. [11/19/10] The City has decided the small east retention ponds may cause more concerns than a benefit. These small ponds can be removed which will also allow the removal of the retaining wall. The ditch company must also aprove the free release of these flows. The City can help justify this if needed. Please update the drainage report that these flows are no longer to be detained and show in the table that is provided in the text of the report. The proposed flows entering the irrigation ditch will still be much lower than the existing flows into the ditch. Number: 395 Created: 11/19/2010 04/29/2011: Repeat Comment. There is a safety concern as well as issues with the City having to remove this wall when the master planning improvements take place some time in the future. A meeting is requested to discuss and to come to an agreeable solution. An underdrain with small area inlets along the lotlines usually works well and maintains the structural integrity of the retaining wall. Floodplain Modeling Report 2) Information contained within the floodplain modeling report warrants further investigation. Comments for this submittal will be delivered on Tuesday, May 3, 2011. Floodplain Use Permits 3) An approved floodplain use permit is required for each site construction element (landscaping, fencing, roadway, detention ponds, bike paths, parking lot, utilities etc.) in the floodplain prior to mobilization. Drainage Report 4) Please modify and resolve per redlines. 5) Please include floodplain modeling report date when referencing. 6) Please include a statement why the modeling report was needed (proposed roadway through the floodway caused a rise that needed to be mitigated?). Include statements that the floodplain boundaries were changed with this process and documented through the floodplain modeling report. 7) As all structures are out of the 100-year floodplain, there is no floodplain requirement to elevate these structures. Topic: General Number: 264 Created: 09/26/2008 04/29/2011: Please provide the increased drainage easement as soon as it is obtained. [11/19/10] A drainage easement is required for the area of the swale that is to be graded on off -site property. [10/13/09] On the overlot grading plan, notes and some spot grading needs to be included to show how the low flows entering the property from the private pond to the west will not flow into this proposed water quality detention pond. A constant low flow will cause problems to the proposed detention ponds. [9/26/08] The south water quality pond is proposed within a wetland and will have problems with ground water. The pond will fill full of water and flow down to the retention pond where there is no outfall. This will cause both the water quality pond and the north -south retention pond to fill with 3 feet or more of water. Failure to obtain this permit may result in replacing or relocating trees and a hold on certificate of occupancy. • The project manager shall contact the City Forester to inspect all street tree plantings at the completion of each phase of the development. If you don't want to station both sides of the driveways, you station one side only and put a typical driveway intersection detail on each sheet of the P&Ps showing the one side stationed and dimension out the typical width of the driveway.
