8. Tom Reiff of the Transportation Planning Department offered the following
comments:
A TIS, addressing all modes of transportation, may required with your
Project Development Plan (POP) submittal. Please contact Eric Bracke
�+ of the Traffic Operations Department, at 224-6062, and Tom Reiff
of the Transportation Planning Department, at 416-2040, to
determine what information is needed in the TIS pertaining to Level
;j of Service for vehicle, pedestrian, bicycle, and transit modes of
transportation if one is required. The vehicle (cars) portion of the
TIS may be able to be waived. Eric will make this determination. The
Level of Service Study for Alternative Modes must be done.

9. This development request will be subject to the Development Review Fee
Schedule that is available in the Current Planning Department office. The
fees are due at the time of submittal of the required documents for the
Project Development Plan and Final Compliance phases of development review
by City staff and affected outside reviewing agencies.
10. This development proposal is subject to the requirements as set forth in the
City0s LUC, specifically Articles 2. Administration (Development Review
Procedures), Article 3. General Development Standards, and Article 4.

addressing for and emergency access to the new residence can be

h. A Development Agreement may be required and a Development

5. Doug Moore of the Natural Resources Department offered the following
comments:
a. A Fugitive Dust Control Permit may be necessary. This permit would
be issued by the Lorimer County Environmental Health Department.
Please contact them directly for information about their
requirements.
b. Native plant materinls and grasses should be incorporated in the
Landscape Plan.
C. Please use a single trash hauler for both residences to minimize the
truck traffic in the area.
d. There is a minimum 50' wide buffer, from top of bank to any
development, associated with the existing ditch that runs diagonally
through the northeast corner of the property.

6. For the Parks Planning Department: Both neighborhood and community
parkland fees will apply to the proposed new residential dwelling unit on the
property. The fees will be assessed at time of issuance of a building permit
and are based on the square footage of the structure.
7. Marc Virata of the Engineering Department offered the following
comments:
a. The standard utility plan submittal requirements will apply to this
development request.
b. Street oversizing fees will apply to the new residential dwelling unit in
this development request. The fees are based on vehicle trip
generation for the proposed land uses in the development plan. Please
3. Rob Irish of the Light & Power Department offered the following
comments:
a. There is existing underground power to the existing house. Light &
Power can extend this line for service to the new single family
residence. An easement for the electric service line is needed from
Laporte Avenue to the new lot.
b. The standard electric development charges will apply to this project.
C. An electric transformer location for the new single family residence
may be needed and, if so, it should be coordinated with Light & Power.

4. Glen Schlueter of the 5tormwater Utility offered the following comments:
a. This site is located within the West Vine Drive Drainage Basin, which
has a new development fee of $7,004 per acre and is subject to the
runoff coefficient reduction.
b. The site is on Stormwater Inventory Map #3H. A copy of the map can
be obtained from the Utility Service Center at 700 Wood Street.
C. The standard drainage and erosion control reports and plans are
required at time of submittal of a request for development review.
They must be prepared by a professional engineer registered in the
State of Colorado.
d. On -site detention for water quality and water quantity is difficult for
a single family lot. The applicant's design engineer could consider
justifying a variance to the detention requirement. However, the
street flows that the applicant described as crossing the property will
need to either remain or be modified in such a way as to not have a
negative effect on other properties. The City's mapped floodplain is
shown to be directly north of this property along the north side of
Laporte Avenue.
c. A lot size of at least 5,445 square feet must be platted for the new
residence.
)� d. Both residences will be subject to the building setback requirements
as set forth in Section 3.5.2(D) of the Land Use Code.

2. Roger Buffington of the Water/Wastewater Department offered the
following comments:
a. There is an existing 27" water main in Laporte Avenue.
b. There is an existing 8" sanitary sewer main in Laporte Avenue.
C. Extend water and sewer services onto the property to provide
services to the new single family residence. Easements. must be .._._.
provided across the front lot for the water and sanitary sewer
services to the rear lot.
d. Separate water and sanitary sewer services are required for each
single family residence.
d. Install the water meter for the rear lot in a meter pit near the
street.
e. Plant investment fees and water rights will apply to this project. They
will be collected at the time of issuance of building permits.
f. Water pressure in this area is lower than in many parts of Fort
Collins.

Request to subdivide a 1.5 acre parcel into two lots, with the intent to construct a
second single family residence on the property that presently contains one single
family residence. The property is at 2105 Laporte Avenue and is in the LMN - Low
Density Mixed -Use Neighborhood Zoning District.
COMMENTS:
Jenny Nuckols of the Zoning Department offered the following comments:
a. The property is in the LMN - Low Density Mixed -Use Neighborhood
Zoning District. Single family detached dwellings are a permitted use
in the district, subject to an administrative (Type I) reviev. and public
hearing.
b. The property has never been subdivided or platted in the City. The
' first step in the City's development review process will be a complete
submittal of a Subdivision Plat or Project Development Plan (PDP),
whichever is applicable. This is dependent on whether or not the
applicant is prepared to submit plans for the proposed new single
family residence.
