Number: 7 Created: 9/8/2004 [9/8/04] Please reference the modification file numbers on the site plan where noted granted as well as General Note #6... 29-03 and 29-03A Number: 8 Created: 9/8/2004 [9/8/04] Eight (8) bicycle parking spaces are noted but I don't actually see them anywhere on the site plan. Please clarify. Department: Advance Planning Issue Contact: Clark Mapes Topic: Landscaping Ivy on the south elevation is a good idea to cover the elevation but switch from Boston Ivy to another type of ivy that is more sun tolerant. The following departments and entities have indicated that they have no comments about the submittal: Water Conservation, the Post Office, Streets and Park Planning. Comcast Cable will require a 6-foot utility easement along both the alley and Cherry Street so that they can place facilities to serve this project. Forestry had a few comments including updated notes for your landscape plans and a couple of comments on your Latin names.... Refer to his redlines. Be sure and return all of your redlined plans when you re -submit. If you have any questions regarding these issues or any other issues related to this project, please feel free to call me at (970) 221-6750. Sincerely, * nw Anne H. Aspen City Planner Page 5 M [9/10/04] Please provide dimensions for sidewalks and parkways meeting or exceeding LCUASS standards. Department: Natural Resources Issue Contact: Doug Moore Topic: General Number: 41 Created: 9/15/2004 [9/15/04] Contact Tim Buchanan, City Forester to determine whether existing trees need to be preserved or mitigated. Label mitigations trees as such on landscape plan. If trees are to be preserved tree protection standards will need to shown on plans and tree protection notes added to the landscape plan. Department: Stormwater Utility Issue Contact: Wes Lamarque Topic: Drainage Number: 43 Created: 9/16/2004 Stormwater department is ready for a hearing. Additional comments may follow at final plan review. We need a variance letter on file re: water quality. Number: 44 Created: 9/16/2004 Please make sure drainage will not enter the underground trash enclosure. Department: Water/Wastewater Issue Contact: Jeff Hill Topic: General Need a separate fire line for commercial units? Will 1 Y2" water service be adequate? Please do a fixture count to verify. Department: Transportation Planning Issue Contact: David Averill Topic: General Number: 42 Created: 9/15/2004 (9/15/04] No Comments Department: Zoning Issue Contact: Jenny Nuckols Topic: ZONING Number: 1 Created: 9/8/2004 [9/8/04] sheet 1 of 5 Land Use Data Notes/site plan. Please reference the buildings as following Building 1 - Mixed -use, Bldg 2, New Garage, and bldg 3, Existing detached single family and note them as such on the site plan. Number: 2 Created: 9/8/2004 [9/8/04] Note building dimensions and label the envelopes and building footprints Number: 3 Created: 9/8/2004 [9/8/04] The site plan shows foundation planting beds on the north and east side of bldg 2 but nothing is shown on the landscape plan for this area. Number: 4 Created: 9/8/2004 [9/8/04] Note the dimensions of the parking stall between buildings 1 and 2 Number: 5 Created: 9/8/2004 Page 4 [9/10/04] The minimum setback of a garage from alley ROW is 8' per LCUASS. Please shift the garage 2.5' west. Number: 12 Created: 9/10/2004 [9/10/04] Due to the alley construction, a standard soils report is required. The one -page summary submitted is not sufficient. Number: 13 Created: 9/10/2004 [9/10/04] Please review LCUASS Appendix E for plan scanability requirements. In general: Behind any text must be plain white. Font size/pen width ratios must be met. Simplifying plans helps - less use of shading, speckling, cross -hatching, etc. Number: 14 Created: 9/10/2004 [9/10/04] When 20' of ROW exists for an alley, the full 20' should improved which means you'll need to pave the full width. Alleys can go down to 12' when the ROW is only 12'. Number: 20 Created: 9/10/2004 [9/10/04] The City has just approved new details for pedestrian ramp construction. Please see attached. These details apply to all projects not yet constructed. Number: 21 Created: 9/10/2004 (9/10/04] Please see plans and utility plan checklist for additional redlines and comments. Number: 22 Created: 9/10/2004 [9/10/041 Minimum single family driveway width within the ROW is 12'. Currently, the driveway is shown at 9'. Please revise. Number: 38 Created: 9/15/2004 [9/15/04] There's an existing utility pole with guywires along the alley in front of the proposed garage doors. Please research which utility is using the pole and determine what they will require for the undergrounding of their facilities. Can it be undergrounded? (Undergrounding is a LUC requirement.) Number: 39 Created: 9/15/2004 [9/15/04] Please ensure that at least 20' of space for parking is provided south of the submerged dumpster. Number: 40 Created: 9/15/2004 (9/15/04] In the DA for this project, it will be noted that special paving in the ROW is the responsibility of the Developer/Owner, and that, should the City or other utilities need to work in the ROW under the paving, they will not be responsible for repaving the area except for the standard sidewalk. Topic: Site Plan Number: 10 Created: 9/10/2004 [9/10/04] Please clearly show and label all street ROW, including dimensions. This should be shown on all plans. Number: 11 Created: 9/10/2004 Page 3 Number: 30 Created: 9/14/2004 [9/14/04] Please add additional mitigation of the rear garage wall and front garage wall with more than the roof plane change and the doorways: a window on the west side of the north elevation? One on south elevation depending on context? Something to humanize the alley elevation? If you set the garage back from the south just a few inches, you might be able to squeak a little overhang which would help to bring a more human scale to the overall mass and match the house better. Reduce the overall height of the garage roof to make it less overbearing. Number: 31 Created: 9/14/2004 [9/14/04] Your landscape selections on your tree schedule give new meaning to the term "community garden." See further comments on the redlines. We will change the project from a Type I to a Type II per your request so that retail can remain an option for the commercial units. This will mean that the P&Z Board will review the project. I will schedule the hearing when you have resolved the issues we spoke about on the phone. Department: Engineering Issue Contact: Katie Moore Topic: Alley design Number: 15 Created: 9/10/2004 [9/10/04] The alley design provided brings up more questions than it answers: - further south, is the existing grade still this flat? - Does the whole alley drain south or is there a high point somewhere? - Does the proposed design need to drop in elevation so that minimum grades can be achieved further south? Please provide additional offsite data/design so that it can be seen that what is proposed to be constructed for this project will work for the rest of the alley. Number: 16 Created: 9/10/2004 [9/10/04] A grade break of 4% is proposed at the ROW line, but the maximum grade break allowed is 0.4%. Please revise. Number: 17 Created: 9/10/2004 [9/10/04] The slope shown for the alley as it crosses the sidewalk is shown at 4.5%, but the maximum cross slope for a sidewalk is 2%. At the north edge of the walk, LCUASS allows for a larger than 0.4% grade break and a slope of up to 8%, if needed, down to the flowline. Number: 18 Created: 9/10/2004 [9/10/04] Please show existing and proposed grading contours on the alley plan. Number: 19 Created: 9/10/2004 [9/10/04] Please verify that the drainage for the portion of the alley draining to the north (on- and off -site) will not exceed 0.5 cfs for the Design 2 Year storm. If this is not being met, then the water will need to be diverted to an under -walk drain. Topic: General Number: 9 Created: 9/10/2004 Page 2 STAFF PROJECT REVIEW City of Fort Collins M. TORGERSON ARCHITECTS Date: 09/20/2004 TROY JONES 223 N. COLLEGE AVE FT. COLLINS, CO 80524 Staff has reviewed your submittal for 325 CHERRY STREET, CHERRY STREET LOFTS PDP - TYPE I (LUC), and we offer the following comments: ISSUES: Department: Current Planning Issue Contact: Anne Aspen Topic: General Number: 23 Created: 9/14/2004 [9/14/04] The site plan and landscape plan would be lots more legible at 1 "=10'. Please adjust your line weights and seriously reduce the impact of or eliminate the patterns on both plans. They are difficult to read and won't be scannable either. Clarify how the front courtyards will work. Show at least door swings and outlines of individual units on your site plan too. Refer to 4.12 (E)(2)( c), (E)(3)( c) and (E)(4)(b) and ( c) regarding the importance of designing for the pedestrian. Number: 24 Created: 9/14/2004 [9/14/04] Please show some context on at least your site plan. What is across Cherry St? Meldrum? What is to the south? Please recess the upper (residential) windows and add 3/4-1" trim to create shadow lines and a sense of depth. Number: 25 Created: 9/14/2004 [9/14/04] Per 3.5.2(D)(3), your setback from the alley to the garage doors needs to be 8'. If you move the building to the west, your walkway will be a mere 2.5' unless you rethink the storage closets. Number: 26 Created: 9/14/2004 [9/14/04] Garages need to have direct access to the living units. This is not shown on your site plan. There are details on your photometric plan that indicate the storage closet has direct access pass -through. I doubt this would work too well. Besides, the garage needs to be set back more so I think you'll need to rethink it. You've got an awful lot of space up under the roof... Number: 27 Created: 9/14/2004 [9/14/04] Show your trash enclosure(s). See 3.5.1(1)(1) and (2). Number: 28 Created: 9/14/2004 [9/14/04] Your elevations look great. The linework is very legible and clear. Number: 29 Created: 9/14/2004 [9/14/04] You've done an excellent job of providing variation in massing and contextual proportioning. The windows, base treatment and set back upper decks go a long way to creating a human scale and attractive building. Thank you! Page 1
