Topic: Plat Number: 22 Created: 2/4/2004 [2/4/04] Please provide the dimensions of the width of the driveway easement as it abuts the ROW and the distance from the lot corner to the driveway easement. The alley should be assumed paved for the purpose if this calculation. The allowed impervious area without detention is 50o for this basin. Number: 28 Created: 2/6/2004 The existing inlet needs to be in good condition to be a part of this design due to increased flows. If the inlet is not in good condition, a new inlet per current City standards would need to be installed. Topic: Erosion/Sediment Control Number: 29 Created: 2/6/2004 Erosion Control should still be looked into and a design shown. There should be protection for Arthur Ditch (silt fence, etc.) and inlet protection for the inlet on Elm Street. The escrow is adequate. Page 3 Also, a letter of notification to Affected Property Owners (APO) within 500' of the property, in all directions, must be mailed out by the Current Planning Department at least 14 days prior to the public hearing. This requirement is set forth in Section 2.2.6 of the City's Land Use Code. I see no record of an APO list being included in the original submittal of the Shaw Replat and I find no APO list in our files. One must be submitted as soon as possible (see attached information about the APO submittal requirement), so that the public hearing can be scheduled and Affected Property Owners appropriately notified. Topic: Plat Number: 30 Created: 2/11/2004 (2/11/041 Wally Muscott of the Technical Services Department offered the following comments: a. The legal description does not close or match the plat. The plat, as drawn, closes. b. The plat name does not match the Ownership & Subdivision statement. C. The Basis of Bearings does not match the monumentation described on the plat. [11/21/031 How was the ROW for West St, Elm St. and the alley originally dedicated? Number: 9 Created: 11/21/2003 [2/4/04] A FYI reminder. [11/21/03] A Development Agreement will be needed for this subdivision to address concerns about the alley and sidewalk improvements. The alley will have to be designed and constructed if more than one dwelling unit takes access off of it. The current sidewalk along Elm St does not meet standards, so each lot would be responsible for constructing a sidewalk to standards as it develops. Gas meters will need to be located on the west wall of a building on Lot 2 and the east wall of a building on Lot 3 to meet the minimum clearances to water and sanitary sewer. b. There is an existing gas main that lays 21' north of the south right-of-way line of Elm Street. Street/asphalt cuts will be required to install gas services. Topic: General Number: 32 Created: 2/11/2004 [2/11/04] There are still some discrepancies between title/names shown the plat and the utility plans. In all cases, the title/name should be Shaw Replat, not PDP. Number: 33 Created: 2/11/2004 [2/11/04] The replat and utility plans are in a condition that this request can now be scheduled for an administrative public hearing. There are items that have to be addressed and changes made; however, this can be done through final plan checks after the public hearing. Steve Olt will assist you in scheduling the public hearing. It will take place some weekday evening, probably starting at 6:00 p.m. and will be held in a conference room at 281 North College Avenue. The administrative public hearing officer is yet to be identified and, therefore, availability is unknown. Page 1
