Current Planning:
1. Len Hilderbrand of Xcel Energy indicated that gas service to the bank may be
able to connect to the gas main in Boardwalk Drive instead of the main in East
Harmony Road (this will depend on the actual location of the gas main).
Please re -submit the number of revised copies of each document (to the Current
Planning Department) as shown on the attached Revision Routing Sheet. Another formal
round of staff review, with another staff review meeting, is not required. The issues
may be resolved through direct contact with the appropriate City departments before
mylars will be asked for. Be sure and return all of the red -lined plans when you re-
submit any revised documents.

The following comments were expressed at City staff review on August 4, 2004:
Engineering:
1. The sidewalk along Boardwalk Drive must be in an access & transit easement or
in the street right-of-way.
2. The location of the handicapped access ramp at the intersection of Boardwalk
Drive & East Harmony Road is awkward as it relates to the painted crosswalks.
3. The handicapped access ramp at the intersection of Boardwalk Drive & Whalers
Way should be more directional.
4. Remove the sight distance "stuff' from the Striping Plan.
5. The center turn lane in Boardwalk Drive should be continuous, even as it crosses
the access into this development site. Please check with Ward Stanford of
Traffic Operations to verify that this is correct.
6. A variance request must be submitted for the proposed access into this site
from Boardwalk Drive.
Stormwater:
1. The applicants have done what's been asked for by Stormwater.
Water/Wastewater:
1. The labeling of the water mains are not all correct.
2. Show the water and sanitary sewer mains on the Landscape Plan so that
adequate separation from the landscaping can be verified.
3. The subdivision plat is not real clear on the easement definitions. Better,
clearer information is needed.
4. The development plans indicate 4" fire lines to be used. The standard may be 6"
lines. Please check with the Poudre Fire Authority for their requirement.

3. The existing Swale/ditch along the north property line carries stormwater runoff.
What is going to be done to protect downstream areas of this ditch during
construction (pipe installation) if a storm hits? Also, what is to protect Whaler's Way
during this construction and the street constructions on Boardwalk Drive and Whalers

A fire lane is required. The fire lane shall be visible by painting and signage, and
maintained unobstructed. 1997 UFC 901.2.2.1; 901.3; 901.4.2; 902.2.1; FCLUC
The criteria for a required fire lane contain several conditions that must be met.
1. The minimum width shall be 20 feet.
2. Inside turning radius shall be 25 feet and outside turning radius shall be 50 feet.
3. Compacted road base shall be used during the construction phase only. The
permanent fire lane shall consist of asphalt or concrete and shall be required to
support 40 tons
4. The fire lane shall be platted as an "Emergency Access Easement" on the final
Plat.

[4/13/04] While the traffic study discusses the striping design, a variance request is
still required for not meeting the driveway separation requirements.
(11/24/03] The access drive out to Boardwalk Drive is a variance to the LCUA55,
Chapter 7 with regards to its separation from Whalers Way as well as offset from the
driveway into the apartments across the street. A variance request is required from
the consultant's design or traffic engineer. Of particular concern in my opinion is the
center turn lane being shared between the Bank's entrance off of Boardwalk Drive and
the apartments across the street. With about only 40' of separation between the
drives and Boardwalk Drive, an arterial street, isn't there a possibility that the
proposed striping design will result in movements for northbound into the apartments
and southbound into the bank wanting to both utilize this center turn lane at the same
time? I'd like for the TI5 or the design engineer to address this concern as I feel it's
unsafe.

of the 56', again the right-of-way dedication of 56' should be exclusive of the
developer's right -turn lane. Ensure the sidewalk is then placed along the back of this
right-of-way.
[11/24/03] The Transportation Impact Study (TIS) indicates that all the curbs at the
Harmony Road and Boardwalk Drive intersection are at "finished" locations. The
current street width would need to change in order to allow for future double lefts;
the Bank One project across the street dedicated additional right-of-way to allow for
this future widening. Please ensure 56' of right-of-way is provided from the existing
street centerline of Boardwalk Drive; this width is exclusive of the developer's right
turn lane which is additional right-of-way required.

on the east side of Boardwalk Drive and Dennis is concerned that it could be damaged
with construction of the decel lane.
