Len Hilderbrand of Xcel Energy indicated that gas service to the bank may be able to connect to the gas main in Boardwalk Drive instead of the main in East Harmony Road (this will depend on the actual location of the gas main). Please re -submit the number of revised copies of each document (to the Current Planning Department) as shown on the attached Revision Routing Sheet. Another formal round of staff review, with another staff review meeting, is not required. The issues may be resolved through direct contact with the appropriate City departments before mylars will be asked for. Be sure and return all of the red -lined plans when you re- submit any revised documents. The sidewalk along Boardwalk Drive must be in an access & transit easement or in the street right-of-way. 2. The location of the handicapped access ramp at the intersection of Boardwalk Drive & East Harmony Road is awkward as it relates to the painted crosswalks. 3. The handicapped access ramp at the intersection of Boardwalk Drive & Whalers Way should be more directional. 4. Remove the sight distance "stuff' from the Striping Plan. 5. The center turn lane in Boardwalk Drive should be continuous, even as it crosses the access into this development site. Please check with Ward Stanford of Traffic Operations to verify that this is correct. 6. A variance request must be submitted for the proposed access into this site from Boardwalk Drive. Stormwater: 1. The applicants have done what's been asked for by Stormwater. Water/Wastewater: 1. The labeling of the water mains are not all correct. 2. Show the water and sanitary sewer mains on the Landscape Plan so that adequate separation from the landscaping can be verified. 3. The subdivision plat is not real clear on the easement definitions. Better, clearer information is needed. 4. The development plans indicate 4" fire lines to be used. The standard may be 6" lines. Please check with the Poudre Fire Authority for their requirement. For areas greater than 5 acres, the cost to reseed/mulch is $725/acre, you use $665. 2. If the detention area is to be landscaped, outlet protection should remain (or be placed) on the outlet pipe until this work is completed. This should be indicated by a note on the plan. 3. The existing Swale/ditch along the north property line carries stormwater runoff. What is going to be done to protect downstream areas of this ditch during construction (pipe installation) if a storm hits? Also, what is to protect Whaler's Way during this construction and the street constructions on Boardwalk Drive and Whalers Way 4. Please label sheet #5 as the grading and erosion control plan. Please make sure that all grading can happen within this property and will not negatively affect the existing neighboring lots to the east. The third floor units with 300's, and so forth. B. All brass letters and numerals shall be posted on a black background. C. Some multi -family layouts may require address postings from the back side as well as the front of the buildings. D. A counter clockwise addressing pattern shall be maintained when ever possible. E. An addressing scheme shall be submitted to the fire department for approval prior to being posted on the building. Fire hydrants are required with a maximum spacing of 600 feet along an approved roadway. The fire lane shall be visible by painting and signage, and maintained unobstructed. 1997 UFC 901.2.2.1; 901.3; 901.4.2; 902.2.1; FCLUC The criteria for a required fire lane contain several conditions that must be met. 1. The minimum width shall be 20 feet. 2. Inside turning radius shall be 25 feet and outside turning radius shall be 50 feet. 3. Compacted road base shall be used during the construction phase only. The permanent fire lane shall consist of asphalt or concrete and shall be required to support 40 tons 4. The fire lane shall be platted as an "Emergency Access Easement" on the final Plat. Page 5 - Remove the indication of striping two sets of opposing arrows between Whalers Way and the driveway. - Add right turn only signage directly east of the right turn arrow striping. [4/13/04] While the traffic study discusses the striping design, a variance request is still required for not meeting the driveway separation requirements. (11/24/03] The access drive out to Boardwalk Drive is a variance to the LCUA55, Chapter 7 with regards to its separation from Whalers Way as well as offset from the driveway into the apartments across the street. A variance request is required from the consultant's design or traffic engineer. Of particular concern in my opinion is the center turn lane being shared between the Bank's entrance off of Boardwalk Drive and the apartments across the street. With about only 40' of separation between the drives and Boardwalk Drive, an arterial street, isn't there a possibility that the proposed striping design will result in movements for northbound into the apartments and southbound into the bank wanting to both utilize this center turn lane at the same time? I'd like for the TI5 or the design engineer to address this concern as I feel it's unsafe. Topic: Utility Plans Number: 14 Created: 11/24/2003 [8/3/04] We're currently in the process of finalizing the access ramp detail for truncated domes in City right-of-way, these details will be sent out when completed. [4/13/04] Not required at this time but, please ensure LCUA55 Detail 1606 is included in the detail sheet. I was under the impression that Traffic Operations required a continuous center turn lane for Boardwalk Drive instead of creating the striped turning pockets. Number: 104 Created: 8/4/2004 [8/4/04] Remove the sight distance line from the signing and striping plan as well as the shaded additional street width notation, it makes the striping plan difficult to read. Number: 105 Created: 8/4/2004 [8/4/04] The striping plan shows that the new eastern edge of the north bound through lane does not coincide with the seam for the new pavement edge. The patching of the street should be shown to the center of the new through lane to prevent the pavement seam from being within the wheel path of vehicles. Number: 109 Created: 8/6/2004 [8/6/04] In discussion with Traffic Operations, the following comments are offered on the singing and striping plan: - Remove the shading, the showing of utilities, and sight distance hatching. - Continue the center lane striping across the access to the site off Boardwalk Drive (there should be no break in the striping from Whalers Way to Harmony Road). Page 3 - A note is required on the plat stating: "Any future widening of Boardwalk Drive at the intersection of East Harmony Road will require modification to CDOT's existing deeded access control line." Topic: Plat Number: 11 Created: 11/24/2003 [8/3/04] The right-of-way dedication has not changed from the previous submittal. With the sidewalk now being shown outside of right-of-way, either additional right-of- way should be dedicated or the sidewalk needs to be within an access and transit easement. [4/13/04] The right-of-way dedicated includes the right turn lane for the site as part of the 56', again the right-of-way dedication of 56' should be exclusive of the developer's right -turn lane. Ensure the sidewalk is then placed along the back of this right-of-way. [11/24/03] The Transportation Impact Study (TIS) indicates that all the curbs at the Harmony Road and Boardwalk Drive intersection are at "finished" locations. The current street width would need to change in order to allow for future double lefts; the Bank One project across the street dedicated additional right-of-way to allow for this future widening. Please ensure 56' of right-of-way is provided from the existing street centerline of Boardwalk Drive; this width is exclusive of the developer's right turn lane which is additional right-of-way required. A "Block 1" designation isn't needed, lot 1 and lot 2 is sufficient and less confusing. Comcast's maps show that they have fiber cable on the east side of Boardwalk Drive and Dennis is concerned that it could be damaged with construction of the decel lane. Number: 115 Created: 8/6/2004 [8/6/04] Rick Lee of the Building Department indicated that he is attaching a copy of the various codes that his department will enforce. From the information submitted there may be some exterior wall requirements due to the location on the property, per Section 503.3.
