Answer: (Developer's planning consultant) Approximately 75' - 80'
wide. The trees will be to City standards.
38. Question: When do you want to open this bank?
Answer: (First Main$treet Bank representative) As soon as possible. It
depends on the City's development review process.
39. Question: What happens to the building if the bank leaves this site?
Answer: (City Planner) Potential uses would be subject to what is
permitted in the Harmony Corridor District in the City's
Land Use Code.

31. Question: At what point do you do the traffic study and address the
impacts on Boardwalk Drive, Whalers Way, etc.?
Answer: (Developer's traffic engineer) The traffic study is actually
being done as we speak. It will be provided to the City with
the Project Development Plan submittal for First MainStreet
Bank.
32. Question: Is it possible to vacate Whalers Way between Boardwalk
Drive and the entrances into the developments to the north
and south of the street?
Answer: (Representative of City Engineering Department) No, because
this would cause/force the neighbors to drive onto private
property to get to Boardwalk Drive. Also, this would
exacerbate the traffic level of service conditions at the
intersection of Whalers Way and South Lemay Avenue. There
would be only one way in and out of the Whalers Cove
neighborhood. The odds of a traffic signal ever being allowed
at the aforementioned intersection would be slim.
33. Question: Why are the existing speed bumps/humps on Whalers Way
different?
Answer: We do not know that they are. That can be looked into.
34. Comment: (Resident) The City staff here tonight seems to be in favor of
this proposed project.
35. Question: When was the last time the City has been sued for speed
bumps/humps? You are giving us a bunch of "BS".
Answer: No response was deemed to be necessary to this question
and comment.
36. Comment: (First MainStreet Bank representative) This site design is not
set in stone. We can work with our design team and look at
possible options that may mitigate additional traffic on
Whalers Way.

25. Comment: The bank should make the vacant 1.5-acre pad site into
some sort of pedestrian space. Also, redesign the site to put
all traffic on the west side of the site, to Boardwalk Drive.
Simply put,, keep all traffic off of Whalers Way.
26. Question: What kind of trucks will this bank bring to the site?
Answer: (First MainStreet Bank representative) UPS trucks, armored
vans ... those are the type of vehicles that will service the
bank.
27. Question: How long will the construction phase be for this bank
project?
Answer: (First MainStreet Bank representative) Construction will take
about 6 to 7 months.
28. Comment: This project will add short-term traffic to the area.
29. Comment: Tonight's meeting seems to be premature. Why are we here if
the City cannot answer a question about whether or not the
Poudre Fire Authority (PFA) can provide emergency access to
the proposed development without access to Whalers Way.
Response: (City Planner) As previously stated, it is possible that an
"emergency only" access could be made to Whalers Way. This
will be determined with the traffic study, when submitted to
the City for review. Based on the site layout on the concept
plan before us this evening it would appear that PFA would
have to have at least an emergency access drive to & from
Whalers Way.
30. Comment: The bank should have talked to the neighborhood about
their intentions for developing this site before tonight's
neighborhood meeting occurred.
Response: (City Planner) Addressing your concern is precisely what this
meeting is for, to involve the neighborhood(s) before, or early
in, the formal development review process.

Question: Is the City requiring the proposed access from Whalers Way
to the property?
Answer: (Representative of City Engineering Department) Maybe not.
This can be evaluated when the traffic study is provided for
review. However, as a minimum, emergency access to the
site from Whalers Way must be provided.
Question: Can a Whalers Way access to the property be for emergency
access only?
Answer: (Representative of City Engineering Department) That is
possible and is something that can be considered.
Question: How high are the berms shown on the east side of the
property proposed to be?
Answer: (Developer's planning consultant) Approximately 3' - 4' high
with landscaping on them.
Question: Will there be a 24-hour ATM with this bank?
Answer: (First MainStreet Bank representative) Yes, there will be.
Question: What are the plans for the existing ditch along the north side
of the property? Will it remain open or be piped and covered?
Answer: (Developer's civil engineer) Either way could work.
Question: What kind of lights are being proposed for the bank?
Answer: (Developer's planning consultant) That is yet to be
determined. They will have to the meet the City's Land Use
Code requirements regarding maximum foot candles. The
lighting must be shielded and down -directional to minimize
or eliminate light spillage and glare off -site.
Question: Is there a way to not have a 24-hour ATM? They seem to
attract students at late hours.
Answer: (First MainStreet Bank representative) We are not a student
bank. We do not offer student accounts.

9. Comment: All things considered, a bank use is not too bad on this
property. My concern is the 1.5-acre parcel not showing a
potential land use. Also, the proposed entry into the property
from Whalers Way is of concern.
10. Comment: Please do things to discourage traffic on Whalers Way.
Response: (Developer's traffic engineer) In my traffic study I have
assumed a "day care" use on the 1.5-acre parcel. This would
be considered to be a "reasonable" land use.
11. Comment: (First MainStreet Bank representative) The bank wants a use
that will complement our use and be compatible with the
neighborhood.
12. Comment: Whalers Way is becoming a high speed collector street with a
number of rental properties (residences) fronting on it.
13. Comment: We cannot entirely control land uses on the remainder of the
property, that is done by the City's zoning ordinance.
However, we do have input and some control over the
impacts created.
14. Comment: We obviously want no more traffic on Whalers Way.
15. Comment: I cannot believe that Fort Collins can sustain another bank.
There seems to be one popping up on every corner.
16. Comment: Whalers Way is a shortcut for a whole lot of stuff.
17. Question: What kind of traffic volume is the bank anticipating? How
many employees will there be and what are the hours of
operation going to be?
Answer: (First MainStreet Bank representative) There will be about 25
- 30 people employed by the bank. We anticipate 80 cars per
day. The hours of operation will be 7:30 a.m. to 5:00 p.m. for
the drive -through lanes and 9:00 a.m. to 5:00 p.m. for the
lobby. When the bank is open on Saturday morning it will be
the lobby only. Also, First MainStreet Bank has an existing
presence on East Harmony Road at Lemay Avenue. That
bank facility will be shut down to open this one.

2. Question: If traffic problems are created are there solutions that can be
provided?
Answer: (Representative of City Traffic Operations) Things such as
speed bumps/humps can be considered. Additionally, there
can be signs added, lines painted on the street, and police
enforcement provided.
3. Comment: I am very opposed to this development because of the added
traffic through the neighborhood. Car engines are/will be
gunned and speeds are excessive. Adding this bank will
exacerbate the situation. Our neighborhood is not going to
like your bank and we will not talk favorably about you.
Please read the letter I received from Rich Brewbaker (a
Traffic Engineering Technician for the City's Traffic Operations
Department) about the current status of Whalers Way. I
want to introduce this letter into the record tonight (a copy of
the letter is attached to these meeting notes).
4. Comment: Please consider the number of accidents that already occur
in this area, at Boardwalk Drive and Whalers Way.
5. Question: Could the proposed access point from Whalers Way into this
property be eliminated?
Answer: (Representative of City Engineering Department) That could
be considered and would have to be determined at a later
date, after a traffic study has been submitted to the City and
evaluated by staff.
6. Comment: The existing speed humps on Whalers Way have been
diminished, from an effective standpoint, over time.
7. Question: What could possibly go on the 1.5-acre parcel shown on the
concept plan as undeveloped?
Answer: (City Planner) Any and all land uses that are permitted in
the Harmony Corridor Zoning District in the City's Land Use
Code, subject to further development review by the City.
8. Comment: The speed humps on Whaler Way have been somewhat of an
improvement related to the traffic on the street.

The applicants are proposing a 12,000 square foot bank building and
associated parking on about 3.5 acres located at the northeast corner of East
Harmony Road and Boardwalk Drive. There is the potential for a 1.2-acre pad
site (north of the proposed bank on property under same ownership) to be
developed in the future. Access to the site is proposed to be from Boardwalk
Drive (to the west of the site) and from Whalers Way (to the north of the site).
The property is in the HC - Harmony Corridor Zoning District.

1. Comment: The Whalers Cove Homeowners Association is concerned
about the potential for added traffic on Whalers Way that
could be generated by this development.
Response: (Representative of City Traffic Operations) The City will
address potential impacts on the street (volumes and speed)
when the situation warrants it. No traffic study has been
submitted to the City for review at this time.

As per your request, enclosed you will find a copy of the recorded questions,
comments, concerns, and responses from the Neighborhood Information
Meeting on October 9, 2003, for the proposed First MainStreet Bank
commercial project to be located at the northeast corner of East Harmony Road
and Boardwalk Drive.
Please be advised that the developers/applicants have not yet submitted
plans to the City to initiate a development review process for First
MainStreet Bank. City staff will not send out letters to affected property
owners to notify them of a development proposal when it has been submitted to
the City for review. It is recommended that potentially affected property owners
call this office periodically to see if a development request has been submitted.

Dear Resident,
This letter is to inform you that the City has received a request for review of a
proposed development known as the First MainStreet Bank, Project
Development Plan (PDP), a commercial project to be located at the northeast
corner of East Harmony Road and Boardwalk Drive. A City -facilitated
Neighborhood Information Meeting was held on October 9, 2003, for this
proposed project. A copy of the notes taken at the meeting is attached to this
letter.
City staff typically does not send out letters to affected property owners to
notify them of a development proposal when it is submitted to the City for
review. However, due to the interest in the project and concerns expressed at
the neighborhood meeting, staff decided to send this letter to all the neighbors
who attended the meeting.
The development plans for First MainStreet Bank, PDP are available in the
City's Current Planning Department and Engineering Department for you to
review. Also, I encourage you to review the neighborhood meeting notes
