Answer: Yes, that is where the detention is proposed to be. 20. Question: Will all the existing Russian Olive trees along Whalers Way be removed? Answer: Yes, they will be. 21. Question: What about signage for the project? Answer: The signage package is not yet finally determined. That is a separate process through the City. 22. Question: What kind of construction time is anticipated? Answer: First MainStreet Bank will hopefully be under construction by August, 2004. It maybe finished by December, 2004 or January, 2005. The bank has a 6 - 7 month construction schedule. 23. Question: How much cut and fill will be needed? Answer: The plans call for pretty much of a balance of cut and fill. 24. Question: Will all trees and shrubs be low water users? Answer: They will be low to moderate water users, with an automatic sprinkler system included. The system will be evaluated by the City against its water conservation requirements. 4 11. Comment: Maybe the size of the complex needs to be scaled down a bit. Response: The larger bank, previously proposed, would generate more traffic than this proposal. The previous plan also had a proposed daycare, which is a large traffic generator. 12. Question: How many offices will be in these office buildings? Answer: There may be 4 separate tenants in Building B. Building C may have 3 - 4 tenants. The parking will also help determine the number of people in the buildings. A total of 139 spaces are being proposed. 13. Comment: We have been told that the people along Whalers Way do not want a street light. along that street. 14. Comment: We will have more traffic in the area and Lemay Avenue will be very hard to get across to get to school. 15. Question: After this development is done how many cars will be on Whalers Way? Answer: Please call the City's Traffic Operations Department for this information. Also, VF Ripley Associates, the applicant's planner, can make a copy of the traffic study for you. 16. Question: Vehicles will use Whalers Way for cut -through traffic at high speeds. Can speed bumps be built up? Answer: They are noisy and harmful to vehicles. The City has discontinued using them. 17. Question: Can the landscaping be done strategically to provide good buffering to homes to the east? Answer: The landscape plan for the development proposal does provide for good buffering; however, VF Ripley Associates can continue to work with neighbors on this. 18. Question: What about lighting in the parking lot? Answer: Lights must be designed to provide cut-offs, be down - directional, and allow no spillage. 3 3. Question: Will you do all the infrastructure and landscaping for the site? Answer: First MainStreet Bank will do all of the general improvements to the entire site with development of its building. 4. Question: How much change to the buildings can occur after approval? Answer: Some minor changes to the architecture can occur, maybe requiring a minor amendment that would be submitted to the City for review. 5. Question: Can the uses change, say to a restaurant, after approval? Answer: Not without additional City review and approval. 6. Question: I am very concerned about the additional traffic to be generated on Boardwalk Drive and Whalers Way. What efforts can be made to reduce the traffic? Answer: We can do studies of existing traffic with projected traffic from development. 7. Comment: This project will increase the traffic in the area by 10% or less. 8. Question: How can we get a copy of the Traffic Study? Answer: Please call Traffic Operations. They can provide you with a study. 9. Comment: Practically speaking, people leaving this development will have to turn north onto Boardwalk Drive. Response: This will become 3-lane traffic on Boardwalk Drive. 10. Comment: Right now it is almost impossible to make a left, southbound, turn from Whalers Way onto Boardwalk Drive at rush hour. Response: Signals do degrade roadways. They are used as a last result. 2 Commi. .ry Planning and Environmental rvices Current Planning City of Fort Collins NEIGHBORHOOD INFORMATION MEETING PROJECT: First MainStreet Bank @ Northeast Corner of East Harmony Road and Boardwalk Drive DATE: April 12, 2004 APPLICANT & VF Ripley Associates CONSULTANT: c/o Cathy Mathis CITY PLANNER: Steve Olt The applicants are proposing a 11,300 square foot bank building and 34,600 square feet of office uses (users undetermined) in 2 other buildings on about 6.0 acres located at the northeast corner of East Harmony Road and Boardwalk Drive. There would be a total of about 140 parking spaces for the 3 buildings in the development. Access to the site is proposed to be from Boardwalk Drive (to the west of the site) and from Whalers Way (to the north of the site). The property is in the HC - Harmony Corridor Zoning District. ................. QUESTIONS, CONCERNS, COMMENTS, RESPONSES ................. 1. Question: Is the plan to build all 3 buildings at the same time, or just the bank? Answer: Initially, First MainStreet Bank will build just the bank building. 2. Question: What is the timeline for this project? Answer: If approved, First MainStreet Bank will move forward immediately with plans for its building.
