My name is Rich Brewbaker and I work for Traffic Operations.
I had tried to send you an e-mail on 8-7-03 but it was returned due to
an incorrect email address.
I am hoping that this address works, and would appreciate a response
back from you to confirm you have received it. Sorry for all of the
delay.
I was asked to look into the speeding and cut through traffic on
Whalers way.
Traffic Operations has been working with the residents on Whalers way
for the last eight years.
The City has installed a center median island, speed limit signs and
stencils, along with numerous raised crosswalks on this road to try to
discourage speeding and cut though traffic. It seems that every thing
we
have tried as far as physical mitigation has had little effect
according
to the neighborhood. Our studies show we have had minimal success in
reducing speeds (the current 85th percentile speed is 32.2 mph.), and
have reduced the number of vehicles traveling by approximately 200
vehicles a day (Down from 1900 to 1700 vehicles per day).
Whaler's way is classified as a collector street and under our
standards may carry up to 5000 vehicles per day. It is not uncommon to
see an 85th percentile speed of 35 on collector roadways. Traffic
Operations feels the road is operating at a safe condition and we no
longer have the funds to physically mitigate traffic at this location.
We will however continue to monitor Whalers way and will place our
speed
trailer in the area to help educate the motorists.
We will also pass your concerns on to Police Services so that they may
address any enforcement issues they feel are necessary.

You have the right e-mail address. I greatly appreciate your efforts.
I am a bit curious about the reference to reduction of the number of
vehicle on this road. Traffic seems to have increased substantially
during the last six month to a year. Was you data recently developed?
You are right that the efforts to mitigate speed and volume have not
been successful. One issue that troubles me is that he "speed bumps"
have been whittled down as a result of repaving. The bumps on
Breakwater to the north of Whaler's Way are higher and much more
protective. Is there any way something can be done to correct or
restore those on Whaler's Way? I think that would be helpful. Thank
