10. Because of the location of this potential development proposal, a
neighborhood meeting should/must be held prior to formal submittal of an
ODP or PDP to the City for review, Please'see Section 2,2.2 of the LUC for
the neighborhood meeting procedure.
11. This development request will be subject to the Development Review ee
5enedule that is available in the Current Planning Department office, The
fees are due at the time of submittal of the required documents for the
Overall Development Plan (if necessary), Project Development Plan, and the
Final Compliance phases of development review by City staff and affected
outside reviewing agencies.
12. This development proposal is subject to the requirements as set forth in the
City's LUC, specifically Articles 2. Administration (Development Review
Procedures), Article 3, General Development Standards, and Article 4.
Districts (specifically Division 4.21- Harmony Corridor District).

C. Please contact Tim Buchanan, the City Forester, to schedule a
time where he can make a site visit and determine the condition
and significance of existing trees on -site. Sections 3.2.1(F) &
(G) of the L.UC set forth the Tree Protection and Replacement
requirements,
d. The trash enclosures must be compatible with the buildings
(materials, colors, etc.) and should be designed to be large
enough to include recycle containers.

13. Ron Gonzales of the Poudre Fire Authority offered the following comments:
a. A fire hydrant must be located within 300' of each building and
spaced no further than 600' apart.
b. Fire f lows of 1,500 gallons per minute at a residual pressure of 20
pounds per square inch must be provided,
c• Addressing for the buildings (minimum 6" high numerals) must be
visible from the closest street that that they front on. some form of
kiosk or marquee may be necessary to adequately display the address
for the easterly building.
d, An unobstructed fire lane, a minimum of 20' in width in an emergency
access easement, must be provided.

9. The 5.3 acre property, assumed to be under one ownership, should be
planned as a unified development to ensure proper and adequate access,
parking, and drainage for the entire site; and, to ensure uniformity and
conformity within the development, Section 2,1.3(13)(2) states that an
"overall development plan" (ODP) shall be required for any property which is
intended to be developed over time in two or more separate project
development pinn submittals.

6. Tom Reif f of the Transportation Planning Department offered the
following comments:
n. A TIS, addressing all modes of transportation, will be required with
your PDP submittal. Please contact Ward Stanford of the Traffic
Operations Department (221-6820) and Tom Reiff of the
Transportation Planning Department (416-2040) to determine what
information will be needed in the TIS pertaining to LOS for vehicle,
pedestrian, bicycle, and transit modes of transportation. Scheduling a
"scoping" meeting with them would be appropriate.
b. The Colorado Department of. Transportation (MOT) must review the
TIS and development plans because of impacts to East Harmony
Road, a State highway. They will be included in the routing of
development plans when the plans are submitted.
c. East Harmony Road is designated in the City's street master plan as
an "enhanced travel corridor".
d. The amount, location, and design of the required bicycle parking are
set forth in Section 3.2.2(C)(4) of the LUC.
e. Duel left turn lanes will be required on southbound Boardwalk Drive
at the intersection with East Harmony Road.

7. Doug` Moore of the Natural Resources Department offered the following
comments:
a. A Fugitive Dust Control Permit will be necessary. This permit
would be issued by the Lorimer County Environmental Health
Department. Please contact them directly for information
about their requirements.
b. Native plant materials and grasses should be incorporated in
the Landscape Plan. The use of bluegrass should be minimized.

d, This site was designed previously (Rofferty's Restaurant) so the site
release rate is documented in that report, The detention pond for
that design used an old rainfall criteria so if will need to be revised
using the new rainfall criteria.
e. The detention was on the east side of the Rafferty's Restaurant
development plan but this current layout would accommodate
detention in the northeast corner of the site, which is where the
outfoll point is located_
f. Qn-site extended detention for water quality was not part of the
previous.design for the Raf ferty's Restaurant development plan so it
will need to be added to treat the runoff.

5, Rob Trish of the Light h Power Department offered the following
comments:
a. There is City power on East Harmony Road, Boardwalk Drive, and
Whalers Way.
b. The standard electric development charges will apply to this project.
c. Please coordinate the transformer locations with Light & Power. They
must be within 10' of a hard surfaced area where a line truck can
parka
d. This development must dedicate all necessary utility easements to
accommodate provisions for electric service.
e. A C-1 Commercial Form must be filled out to help determine the
electric needs for this development.

h. The drive or driveway curb cuts must be to the current street
standards.

3. Roger Buffington of the City's Water/Wastewater Department
a, There are existing 12" water mains in Boardwalk Drive and Whalers
Way.
b, There Is an existing 8" sanitary sewer main in Boardwalk Drive.
C. The City's water conservation standards for landscaping and
irrigation systems will apply to development on this lot.
d. Plant investment fees, water rights, and a Warren Lake Trunk Sewer
repay will be due at the time of issuance of a building permit.

4, Glen Schlueter of the Stormwater Utility offered the following comments;
Q. The -site Is in the McCiellands/Mail Creek drainage basin, where the
new development fees are $3,717 per acre and subject to the runoff
coefficient reduction.
b, The site is on Stormwater Inventory Map #9P. A copy of the map can
be obtained from the Utilities office at 700 Wood Street.
C. The standard drainage and erasion control reports and construction
plans are required and they must be prepared by a professional
engineer registered in the 5tate of Colorado.

Marc Virata of the Engineering Department offered the following
comments:
a. The standard utility plan submittal requirements will apply to this
development request.
b. Street oversizing fees will apply to the PDP development request.
The fees are based on vehicle trip generation for the proposed land
uses in the development plan. Please contact Matt Baker of
Engineering (224-6108) for detailed information on the fees. The
fees will be increasing in 2003 and they will be collected at the time
of issuance of building permits,
c, A Transportation Impact Study (TT5), addressing all modes of
transportation, will be required with your Overall Development Plan
(ODP) and PDP submittals. Please contact Ward Stanford of the
Traffic Operations Department (221-6820) and Tom Reiff of the
Transportation Planning Department (416-2040) to determine what
information will be needed in the TIS pertain(ng to Level of Service
(LOS) for vehicle, pedestrian, bicycle, and transit modes of

LAND USE DATA:
Request for a 4,500 square foot bank with drive-thru (1't MainStreet Bank) and a
4,000 square foot building for yet undetermined use(s) on approximately 5.3 acres
located at the northeast corner of East Harmony Road and Boardwalk Drive. The
property is in the HC - Harmony Corridor Zoning District.
COMMENTS:
1. Gary Lopez of the Zoning Department offered the following comments:
a. Depending on the actual proposed uses, a Project Development Plan
(POP) on this property would probably be a Type I development
request per the Land Use. Code (LUC). A Type I request would be
subject to an administrative review and public hearing.
b. The property is in the Residential Neighborhood Sign District as
defined in and administered by the City Sign Code. This request will
be subject to the requirements set forth in that section of the Code.
C. Section 3.2.2(K)(2) of the LUC sets forth the nonresidential parking
allowance and requirements.
