Recent peak hour counts at the Harmony/Boardwalk, Boardwalk/7-11
Access, Boardwalk/The Pier Access, Boardwalk/Whalers, and Whalers/The
Boardwalk Access intersections are shown in Figure 2. Raw traffic count
data is also provided in Appendix B. Most of the traffic data at the
key intersections was collected in August 2003. The afternoon peak hour
count at the Harmony/Boardwalk intersection was obtained from another
traffic consultant in June 2003. Since traffic data was collected on
different days, the volumes between the intersections were averaged
and balanced, and are shown in Figure 3.
Existing Operation
The key intersections were evaluated using techniques provided in
the 2000 Highway Capacity Manual. Using the volumes shown in Figure 3,
the peak hour operation is shown in Table 1. Calculation forms are
provided in Appendix C. A description of level of service for
signalized and unsignalized intersections from the 2000 Highway Capacity
Manual is also provided in Appendix C. The key intersection operate
acceptably during both the morning and afternoon peak hours. Acceptable
operation at an arterial/arterial signalized intersection during the
peak hours is defined as level of service E or better overall in mixed -
use districts. Acceptable operation at an arterial/collector stop sign
controlled intersection during the peak hours is defined as level of
service F for any approach leg. Acceptable operation at a collector/
local stop sign controlled intersection during the peak hours is defined
as level of service C for any approach leg.
Pedestrian Facilities
Sidewalks exist adjacent to existing developments on all area
streets. Sidewalks do not exist adjacent to vacant parcels of land.
This site is within 1320 feet of: existing residential areas north,
east, and west of the site, and existing commercial uses adjacent to
and south of the site.
Bicycle Facilities
There are bicycle facilities along Harmony Road, Lemay Avenue,
Boardwalk Drive, and Whalers Way.
�11 Transit Facilities
1 The nearest transit service is Route 1, which operates on JFK
` Parkway, which is 1650 feet east of Boardwalk Drive. Route 1 provides
20 minute service, between 6:20am and 6:20pm Monday through Saturday.

II. EXISTING CONDITIONS
The location of the First MainStreet Bank Development is shown in
Figure 1. It is important that a thorough understanding of the existing
conditions be presented.
Land Use
Land uses in the area are primarily residential and commercial.
Residential uses exist to the west of the site (The Pier Apartments) and
to the east of the site (Whalers Way Neighborhood). Commercial uses
exist adjacent (north) to the site (The Boardwalk Office Park) and south
of the site (across Harmony Road). The center of Fort Collins lies to
the north of First MainStreet Bank Development. Given the diverse land
uses in this area, this is considered to be a "mixed -use district."
Roads
The primary streets near First MainStreet Bank Development site
are Harmony Road, Boardwalk Drive, and Whalers Way. Harmony Road is to
the south of First MainStreet Bank Development. It is an east -west
street designated as a six -lane arterial in the Fort Collins Master
Street Plan. In this area, Harmony Road currently has a four -lane cross
section with left -turn and right -turn auxiliary lanes at appropriate
intersections. 'The posted speed on this section of Harmony Road is 45
mph. At the Harmony/Boardwalk intersection, Harmony Road has eastbound
and westbound left -turn lanes and right -turn lanes, two through lanes in
each direction, and eastbound left -turn and right -turn acceleration
lanes. The Harmony/Boardwalk intersection has signal control.
Boardwalk Drive is adjacent to First MainStreet Bank Development.
It is a north -south street designated as a two-lane arterial street on
the Fort Collins Master Street Plan. Currently, it is has a two-lane
cross section with a posted speed of 30 mph. At the Harmony/Boardwalk
intersection, Boardwalk Drive has northbound and southbound left -turn
lanes, one through lane in each direction, and northbound and
southbound right -turn lanes. At the Boardwalk/Whalers intersection,
Boardwalk Drive has a northbound combined through/right-turn lane and
a southbound combined left-turn/through lane. The Boardwalk/Whalers
intersection has stop sign control on Whalers Way. There are two
existing driveway accesses on the west side of Boardwalk Drive between
Harmony Road and Whalers Way.
Whalers Way is to the north of First MainStreet Bank Development.
It is an east -west street designated as a collector street on the Fort
Collins Master Street Plan. Currently, it is has a two-lane cross
section and a posted speed of 25 mph. At the Boardwalk/Whalers
intersection, Whalers Way has all movements combined in a single lane.
However, there is sufficient width on Whalers Way to accommodate
separate westbound right -turn and left -turn lanes.

I. INTRODUCTION
This transportation impact study addresses the capacity,
geometric, and control requirements at and near the proposed development
known as First MainStreet Bank Development. The First MainStreet Bank
Development is located east of Boardwalk Drive and north of Harmony Road
in Fort Collins, Colorado.
During the course of the analysis, numerous contacts were made
with the project planning consultant (VF Ripley Associates), the owner,
and the Fort Collins Traffic Engineering staff. This study generally
conforms to the format set forth in the Larimer County Urban Area Street
Standards, Chapter 4-Transportation Impact Study, January 2, 2001. The
base assumptions form and related information are contained in Appendix
A. The study involved the following steps:
- Collect physical, traffic, and development data;
- Perform trip generation, trip distribution, and trip assignment;
- Determine peak hour traffic volumes;
- Conduct capacity and operational level of service analyses on key
intersections;
- Analyze signal warrants;
- Conduct level of service evaluation of pedestrian, bicycle, and
transit modes of transportation.
