The facility will be located behind the building in an area that is entirely paved with asphalt, has exposed utility meters mounted on the wall, and has no landscaping in place. Response: The new height is 50 feet; the setback from the cedar fence enclosure is 50 feet. Number. 11 Created. 9/20/2005 [9120105] If the facility remains in the proposed location or in the existing access drive aisle behind the shopping center, it seems advisable to add some very discreet security lighting or reflective signage so that vehicles will see the new structure. If the adjacent uses to the south are residential, the design of this lighting will need to be very sensitive to these neighbors. The lighting must be fully shielded and fully down -directional. Please contact me if you have questions. Response: Additional security lighting is not contemplated. The existing lighting on the building should be sufficient. However, if we are required to add security lighting, it will use downcast/cutoff type fixtures to avoid light trespass. General Number. 14 Created: 9/21/2005 [9121105] Staff is concerned about the visibility of this tower from Taft Hill Road and the neighborhood to the south of the shopping mall. Please show other possible locations and tower configurations that will reduce the visibility of this equipment: can you locate on top of the existing roof? Can you use equipment that is less visually intrusive? Can you locate somewhere else on the site that would have fewer impacts to the surroundings? We have several good examples here in Fort Collins that better achieve compatibility. Please let me know if you would like pictures of these. Response: The facility design and location are based on Cingular's analysis of its network combined with the availability of a property with a willing landlord. In this case, the landlord wants the equipment located in this portion of the shopping center. Regarding the antenna design, unlike other cellular carriers Cingular uses two bands: 850 and 1900 mHz. This requires double the number of antenna panels normally used by other carriers. However, after reviewing the requirements for this site, Cingular has reduced the number of antennae from 12 to 6, which is the minimum needed for coverage and capacity, and arranged them in a "stacked" configuration housed within a canister to further reduce the profile. Because the lower antennae array would no longer clear the surrounding trees and some building elements, the overall height of the pole is increased to 50 feet. We revised the plan set to include the "canister" antenna design and a larger site plan, plus forwarded a photosimulation using photographs provided by the planning deparment. This project must meet the UBC and the 2005 National Electrical Code. Plans Analyst Rick Lee advises you to be aware that Fort Collins is a high wind location (100 mph) so the mounting devices need to be designed to satisfy this requirement. A scan of their comments will be emailed along with your staff review comment letter. Response: The design will comply with all code requirements including wind loading. Please revise this drawing to clearly show the property boundaries (label them) and the entire existing building footprint (use proper line weights) of the shopping center. You should also show the neighboring footprints to the south and southeast and indicate whether they are commercial or residential so we can evaluate any impacts to these abutting properties.
