City of Fort Collins Structure Plan. The annexation meets CRS 31-12-104 in that
not less than one -sixth of the perimeter of the. area to be annexed is contiguous
with the City of Fort Collins.
In conjunction with the proposed Mail Creek Crossing Annexation, an enclave is
created for lands located generally along Kechter Road to the north. These specific
areas include lands located north and south of the intersection of Kechter Road
and South Timberline Road, lands located north of Kechter Road and the Kechter
Crossing Subdivision, as well as lands located south of Kechter Road and north
and west of Kinard Core Knowledge Middle School.
The following districts presently provide service with the above referenced
annexation:

area to be annexed (as per above list), no later than 25 days before the Public
Hearing on the annexation.

The purpose of this report is to satisfy the requirements of CRS 31-12-108.5 which
indicates that a municipality shall prepare an annexation impact report and file a
copy of the report with the Board of County Commissioners governing the area
proposed to be annexed. Attached to this report are the following:
(a) A map showing the present and proposed boundaries of the City of Fort Collins
in the vicinity of the above referenced annexation. The proposed boundaries of the
City of Fort Collins are depicted by the Growth Management Area boundary as
agreed to by the Larimer County Board of Commissioners and the Council of the
City of Fort Collins and contained in the Larimer County and City of Fort Collins
Intergovernmental Agreements.
(b) Maps showing present streets, utility service areas, stormwater basins,
waterways, City of Fort Collins Structure Plan, City of Fort Collins Zoning, and the
Fossil Creek Reservoir Area Plan.
This is a voluntary annexation and zoning of an area that is approximately 88.21
acres and within the Growth Management Area. The property is located
approximately 1,800 feet south of Kechter Road and 2,640 feet east of South
Timberline Road. Portions of the site abut Kinard Core Knowledge Middle School
and Ziegler Road. Contiguity with the existing municipal boundary is gained from a
common border with the Timbers Planned Development Subdivision to the
northwest (Poudre School District & Timbers P.U.D. Annexation, July 2002), with
Kinard Core Knowledge Middle School at the northeast corner (Kinard Junior High
School Annexation, May 2007) and along sections of Ziegler Road to the east
(Fossil Lake Annexation No. 3, March 2002)
The proposed zoning consists of approximately 57 acres of Low Density Mixed -
Use Neighborhood Zoning District (L-M-N)-in the north, and approximately 31
acres of Urban Estate Zoning District (LI-E) to the south. The proposed zoning
districts are in conformance with the Fossil Creek Reservoir Sub -area Plan and the
