The proposed driveways to the lot to the east will require a variance with regard to spacing if all three are to be retained. There are sidewalks in this area, however all pedestrian level of service factors cannot reasonably be met: With the, current cross section of Riverside Avenue, bicycle base connectivity cannot be met. The future transit level of service will be acceptable. It is expected that these two buildings (existing and proposed) will generate less than 1000 vehicle trip ends per weekday. More than half of the trip generation already exists. It is expected that no single driveway does/will have more than 750 average daily traffic (ADT). Some driveways may carry less than 100 ADT. None of the existing driveways meet the, minimum off-street parking setback distance (Figure 19-6, Larimer County Urban Area Street Standards (LCUASS)). Since these driveways were built and approved under previous City criteria and the traffic at these driveways will either remain the same or be reduced, the new standards probably do not apply. When/if this portion of the site is modified significantly, the design should incorporate the new street -standards... The driveways to the east lot all will meet the minimum off-street prking setback. The lot to the east of the existing Coloradoan building shows three driveways. According to LCUASS, Table 7-3,-on an arterial street, the distance between driveway edges should be 460-660 feet. According to the site plan, the distance between the driveway edges is 195 feet and 182 feet. The distance between driveway edges would be approximately 415 feet if the center driveway were eliminated. In either case, a variance will be required. There are sidewalks on both sides of Riverside Avenue. On the northeast side (along the site frontage), the sidewalks are adjacent to the curb. On the southwest side of Riverside Avenue, the sidewalks are separated from the street by grass parkway. Appendix A shows the pedestrian influence area. There are three pedestrian destination areas within 1320 feet of the Coloradoan site: 1) the medical office, hospital, and commercial area to the west; 2) the residential neighborhood to the south; and 3) the industrial area to the southeast. The Pedestrian LOS Worksheet is also provided in Appendix A. This site is in an area type termed "Other." The minimum pedestrian level of service for each category is C_ This area of Fort Collins was developed more than 30 years ago. In some cases, it is not possible to reasonably meet the current pedestrian level of service criteria. There are no bike lanes along Riverside Avenue adjacent to the site. Given the current width and cross sectional elements of Riverside Avenue, it is not possible to have bike lanes on this street. There are no bicycle priority destination areas within 1320 feet of the Coloradoan site. A Bicycle LOS Worksheet is provided in Appendix A. This site cannot achieve the minimum base connectivity for bicycles without bike lanes on Riverside Avenue. Without a major capital improvement project by the City to widen Riverside Avenue to provide bike lanes with the current four -lane cross section, the only way to provide bike lanes is to change Riverside Avenue to a two-lane arterial street. As a two-lane arterial, there would be sufficient room in the current curb -to -curb width to provide bike lanes. This decision would need to be made by the City of Fort Collins. There are no existing Transfort routes within 1320 feet of the site. According to the Fort Collins Transit Plan, Riverside Avenue will have 30 minute feeder route service in the future_ Appendix A contains a future transit level of service worksheet. As indicated, the future level of service will be in the D category, which is acceptable. It is concluded that the Coloradoan expansion will not significantly change the trip generation at this site. The site location is shown in Figure 1. A _ scoping conversation was held with Eric Bracke on October 8, 2003. Since there is not likely to be. any significant change in trip Z W z generation on a daily or peak hour basis, it was decided that this 0 io TIS should address the physical operational characteristics in the N d area and the alternative modes analyses. The site plan for the NColoradoan expansion is shown in Figure 2. The site is located on the northeast side of Riverside Avenue. Riverside Avenue is a four -lane arterial street that runs is a NW/SE direction in this area. It has two travel lanes in each direction and a center median lane. The median area is generally striped.as a two-way continuous left -turn lane (TWLT). There is a horizontal curve in front of the Coloradoan site. Recent traffic counts indicate that volumes are at approximately 11,000 vehicles per day, 1000 vehicles per hour in the morning peak hour, and 1100 vehicles per hour in the afternoon peak hour. Over the past few years, volumes on this segment of Riverside Avenue have not changed Ui significantly. z The existing Coloradoan building is served by four driveways. w The two west driveways serve the carrier pickup area. Activity at ^ w this area primarily occurs between 3:00am and 5:30am. During these z time periods, traffic volumes on Riverside Avenue are very low. The V z two east driveways serve the main parking area of the site and the _J W truck delivery area. One of the east driveways is signed exit only W z o The two middle driveways have limited sight lines to the east, Q -Q because of the horizontal curve on Riverside Avenue. Sight distance Cc is adequate to the west at all driveways. The easternmost of the Neast driveways. currently handles truck deliveries. Some of the Z trucks are tractor -trailer combinations. Visitors also utilize this ¢ driveway. F- W Ca The lot to the east formerly was occupied by a building U materials store. This building would be razed and a new 37,000 f- LL U_ square foot building would be built that would house some office uses and printing related uses. The site plan shows three driveways to a F¢ this lot.
