17. Question: Have you considered solar, green building, etc.?
Answer: We are utilizing xeriscaping, green building techniques and
energy conservation strategies which exceed the City's
formula. Not utilizing passive solar.
18. Comment: You could consider it with south windows.
19. Question: How close will this be to Susie's house (adjacent to the
south?
Answer: The house will be five feet from property line.
20. Question: Are you meeting the build -to lines (Will the front falgade be in
line with Susie's front facade?
Answer: Yes, right now we're set back from the build -to lines (further
back from street than Susie's house) but depending on other
needs like stormwater detention, the project may move west
up to the build -to lines (in line with Susie's house).
21. Comment: There is a concern that sighting around the corner may be
more difficult.
Answer: I am planning a garden on corner and will make sure
plantings are low so visibility is not impeded.
22. Question: How is this project allowed to happen when the City banned
the less dense alley/carnage houses?
Answer: Anne Aspen: The City did not ban alley/carriage houses, and
they are allowed in this zoning district (NCM - Neighborhood
Conservation Medium Density). Alley houses are governed by
strict building regulations. You can view these on our
website at www.fcg_ov.com under the Current Planning page.
An alley or carriage house is a separate unit on the back of
an existing house's lot, served by the alley.
In this case, the existing house will be demolished and the
zoning allows up to 4 units per building provided that the
multifamily dwelling is located within a street fronting
principal building. In this case, the buildings are all attached

10. Question: What will the houses cost?
Answer: Don't know yet, too early in the process to tell but because of
the high quality of materials and amenities, they will sell for
good money - not feasible for students. Hope to start
construction in January, have sold by summer. Rosita may
purchase one herself.
11. Comment: I am concerned about seeing the structures along Smith.
12. Comment: But they will provide good soundproofing for the
neighborhood from Riverside noise.
13. Question: Please comment on these rumors:
1) Did you hold a meeting with some neighbors outside of
this one?
Answer: No. Have the person that told you this contact me
(Rosita) directly.
2) Did you evict the tenants when they asked you to pay the
sewer bill?
Answer: I won't discuss tenant relations but there was an
expensive sewer repair.
14. Comment: A heated discussion ensued between applicant and resident
Neil Geigel about applicant's connection to the community.
Neil said, "You haven't done the time, you can't be trusted"
and stormed out.
After a moment to regroup, the meeting resumed.
15. Question: Concerns were raised about noise from new residents.
Answer: I'm not marketing to college kids -these units will be too
expensive. I'm marketing to empty nesters, professionals. I
cannot guarantee that is who will buy them but the design
and price caters to the target market.
16. Question: Is this the same as earlier plans I've seen?
Answer: The elevations have changed some but interiors are the
same. The front house has steeper roof and full dormer
windows instead of a clerestory.

tradespeople coming in and out and the noise they'll
generate.
Answer: Construction will take about 6 months.
Anne Aspen: Restrictions can be placed on construction
hours, etc in the development agreement.
5. Question: Where will CO Imports (auto body shop at Olive and
Riverside) park their cars now?
Answer: We must live with them; the parking on the street is public.
I've tried to communicate with them on this matter with no
luck.
6. Question: It is your responsibility to deal with that. Otherwise, is that
burden going to shift to us (the residents)?
Answer: We can work together on the project - it is all of our problem.
Anne Aspen: It is not the developer's responsibility to deal
with an existing parking problem. This developer has met the
parking requirements for her residents.
7. Question: Have you looked into preserving the house?
Answer: The existing house is not worth preserving. I researched
styles that would fit into era and materials of area. I also
drew inspiration from Longmont's Prospect project.
Anne Aspen: The development review process through the
City involves our Historic Preservation Office. They have
determined that the house is not historically significant and
that it can be demolished.
8. Comment: One neighbor voiced her opinion in support of the project:
This would be a good sound block from Riverside and a nice
asset to neighborhood.
9. Comment: Rosita: Maybe we could coordinate a visit to City Council
regarding noise, and traffic and trash pickups. I will organize
if you want to do it.

NEIGHBORHOOD INFORMATION MEETING
PROJECT: 300 Smith Street
DATE: September 21, 2004
APPLICANT: Rosita Bachmann, Bachmann Enterprises

The Applicant is proposing demolition of the existing single family residence at
300 Smith Street. A new building with three residential units reading as a
series of single-family homes with courtyards is the proposed replacement.
The meeting started at about 6:30pm.
QUESTIONS, CONCERNS, COMMENTS, RESPONSES
1. Question: Is the lot big enough for this development?
Answer: Rosita shared the plans with meeting attendees and
discussed the details.
2. Question: There is a concern about south property line trees. There
are several and they overhang the property so far that they
would need to be cut in half to build the project.
Answer: The trees are on the neighbor's property. (The applicant
checked after the meeting and there are only one or two trees
and they are located on the neighbors lot.)
3. Question: What is the square footage/height of the units?
Answer: The front unit will be 1200 s.f. (larger than Susie, the
neighbor to south's house); the back two units will be 700
s.f. upstairs and 700 s.f. downstairs each, for a total of
1400sf each.
4. Question: What about construction timing? There are concerns about
