D. Section 3.2.2(D)(3)(a) — Location/Pavement The access is gravel. This is considered an acceptable surface given the park setting, the non-public aspect of the operation and the low number of trips needed to.serve and monitor the pump station. E. Section 3.2.4 — Site Lighting There will be no new pole -lighting. The only new lighting will be building - mounted fixtures that are designed be down -directional and sharp cut-off. F. Section 3.5.1— Building and Project Compatibility The proposed pump station will match the existing irrigation pump house operated by Parks and Recreation staff. This building contains the pumps for distributing raw water from the irrigation pond to the turf sprinkler system. This building is constructed of ground and split -face concrete block with a metal roof with fire retardant cedar shingles as the horizontal siding below the roof peak. The new building will match these materials and colors. G. Section 3.6.6 — Emergency Access The access drive will be constructed out of road base capable of supporting fire fighting equipment. The emergency access has been reviewed and approved by the Fire Marshal of the Poudre Fire Authority. 4. Findings of Fact/Conclusion: A. The land use is considered a public facility and is permitted in the P-O-L zone district, subject to administrative review. B. The P.D.P. complies with the applicable General Development Standards of Article Three. RECOMMENDATION: Staff recommends approval of the City of Fort Collins Southwest Pump Station, P.D.P., #40-03. 3 N COMMENTS: 1. Background: The surrounding zoning and land uses are as follows: N: P.O.L; Existing Cottonwood Glen Park N: R-L; Existing Residential Subdivision (Quail Hollow) E: P.O.L.; Existing Cottonwood Glen Park W: P.O.L.; Pine Ridge Open Space/Natural Area 2. Compliance with Applicable Article Four P-O-L Land Use: The pump station is considered a "public facility' and is permitted in the P-O-L zone district, subject to administrative review. There are no land use or development standards in the P-O-L zone. 3. Compliance with Applicable Article Three General Development Standards: The P.D.P. complies with the following applicable General Development Standards: A. Section 3.2.1(C)(D) — Landscaping and Tree Protection Two existing trees will be transplanted adjacent to accommodate the proposed structure. Four new trees will be planted around the north, east and south sides of the facility. B. Section 3.2.1(K) — Utilities The landscape and utility plans are coordinated such that there are minimum required separations between trees and underground water and electrical lines. There is no sanitary sewer, phone, cable t.v. or storm sewer lines associated with the project. Since the necessary water and electrical lines enter the building from the west, the transplanted and new trees remain clear of this area. C. Design 4803 Innovation Drive Fort Collins, CO 80525 OWNER: City of Fort Collins PROJECT DESCRIPTION: This is a request by the City of Fort Collins Utilities to construct a small building to house up to three water pumps for pumping treated water through the southwest distribution system. The building would be 987 square feet in size. The building is located on the southwest portion of Cottonwood Glen Park south of the existing parking lot and south of the existing irrigation pump house. The area of the pump house and access drive is 4,760 square feet. The entire park is zoned P.O.L, Public Open Land. RECOMMENDATION: Approval EXECUTIVE SUMMARY: The land use is considered a public facility and is permitted in the P-O-L zone, subject to administrative review. The building would be constructed out of the same materials, color and design character as the existing irrigation pump house. A 12-foot wide roadbase driveway would be constructed to serve the pump house and for fire access. The pump station would be an unmanned facility. A Utility crew would inspect and monitor the pump station approximately once per day for a short period of.time. Inspections would be less in the winter and more in summer. Two pumps would be constructed initially with the potential for a third in the future. The P.D.P. complies with the applicable General Development Standards of Article Three.
