Sharing of sanitary sewer is not necessary with the proposed plan. Seeded
areas and irrigation system disturbed by construction activities will be
repaired and re -seeded. Representatives from the Utilities Department will
coordinate the shared access agreement with the Park and Recreation
Department.
16. For Option One, please consider moving the proposed building behind the
existing pump station for the park. This may help minimize the impact on the
views to the west. Response: The proposed pump station building is located in
close proximity to the existing irrigation pump house, but was shifted slightly
to the south to allow access to both structures.
17. For Option Two, please note that Southwest Community Park has not yet been
designed. Parks and Recreation would be very concerned that building location
be carefully considered in order to not preclude construction of improvements
typically associated with a community -scaled park. An easement would be
needed from Parks and Recreation for the pump station. For further information
regarding impacts on either site, please contact Craig Foreman. Response: Not
Applicable, Option One site used.
18. As an administrative review, a neighborhood information meeting is not required.
It may be a good idea, however, to erect a project information sign for neighbors
and park users so that the scope of the project is clearly explained. This sign
could be posted at the same time as the Planning Department sign that is posted
for the administrative hearing. This will also save time on phone calls coming
into our offices after the project starts. Please note that there is a $50.00 sign
posting fee due to the Current Planning Department. Response: A public
information sign will be posted by November 21, 2003.
19. At the time of submittal, a mailing list of the affected property owners must be
provided. Please contact the Current Planning Department for the map that
describes the mailing area. Please note that there is a mailing fee of .50 cents per
name. Response: Ted Sheppard provided the notification map and .50 cents
per name is included in the application filing fee.
10. For either site, a Utility Plan will be needed. For further information, please
contact Marc Virata, 221-6605. Response: A Utility Plan is included in the
application package.
11. Both sites must be accessible by the Poudre Fire Authority. Any alternative
surface material for the access road must be capable of supporting emergency fire
equipment. Both sites must be served by an adequate water supply and by a fire
hydrant within 300 feet. For further information, please contact Mr. Ron
Gonzales, 221-6570. Response: A proposed 12 foot wide gravel driveway is
shown on the plan for access to the pump station.
12. For Cottonwood Glen, please contact Mr. Craig Foreman and Mr. Bob Zakely
regarding a recent survey for Preble's Jumping Mouse. If it is determined that a
new survey is needed, then trapping should begin immediately as trapping is not
considered valid after a certain date in late summer/early fall. Please verify with
Doug Moore or Bob Zakely as to this date. Response: The most recent mouse
survey for Cottonwood Glen Park was conducted during the summer 1999.
However, as per a discussion with Bob Zakely on November 17, 2003, the
Pump Station site does not appear to be in an area conducive to Preble's
Mouse habitat and a new survey would not be required.
13. For either site, if prairie dogs are present and interfere with construction, then
they must be eradicated in a humane manner. Response: No evidence of Prairie
Dogs was observed on the proposed site. The proposed pump station is
located in within the existing irrigated park area.
14. Both sites are in close proximity to Spring Creek and Pine Ridge Natural Area.
Please note that Land Use Code Section 3.4.1(I) (1 and 2) require that the design
and aesthetics of the new building and access drive complement, not detract, the
visual context and character of the natural habitat. Be sure that scenic views are
not obstructed. The building materials and color should be as naturalistic as
possible. One possible material for the access drive would be a product that
allows plant material to grow and yet provide strength for fire equipment. For
further information regarding natural resource and habitat protection issues,
please contact Doug Moore, 2241-6143. Response: The proposed pump station
building will match the colors, materials and design character of the existing
irrigation pump house in order to blend with the site context. The new
building is also located within close proximity to the existing pump house to
reduce the impact on the scenic views. A gravel driveway is proposed for
access, and will be visible for fire access purposes.
15. For Option One (Cottonwood Glen Park), the Parks and Recreation Department
would be willing to share the sanitary sewer service that presently serves the
parks's restrooms. Any disturbance to ground cover and irrigation system would
have to be re -seeded. An access agreement must be executed between Parks and
Recreation and Utilities. Be sure to coordinate with Parks maintenance staff on
charges, however, would apply to the Option Two site. Any system modification
would be at the developer's expense. For further information, please contact
Monica Moore at 221-6700. Response: Option One was chosen for the pump
station, and the existing three-phase transformer in Cottonwood Glen Park
will be upgraded for this project.
4. This site is in the Spring Creek drainage basin where the new development fee
($2,175/acre) is charged when there is an increase in imperviousness greater than
350 square feet. That is also the square footage that triggers the need for a
grading plan but as long as there is less than 1,000 square feet of new
imperviousness, a drainage report and detention are not required. The proposed
structure of 20'X20' may qualify for a variance for the fee and grading plan.
Option 1 is located in the Spring Creek floodplain/floodway where a floodplain
use permit is required and certification once it is built. Please contact Susan
Hayes (416-2233) for all the floodplain requirements. For other information
regarding stormwater issues, please contact Glen Schlueter, 221-6700. Response:
The proposed Southwest Pump Station building creates 750 square feet of
imperviousness. A grading plan is included in the application package. The
proposed building is now located outside of the floodplain/floodway.
5. The location of existing water and sewer lines should be verified and shown on
the Utility Plans. For further information, please contact Roger Buffington, 221-
6700. Response: Done
6. For the Option Two site, the Engineering Department would consider dedication
of right-of-way along the Horsetooth Road frontage. Or, dedication of right-of-
way may be considered at the time of the platting of Southwest Community Park.
Response: Not Applicable, Option One site used.
7. For the Option Two site, the location of the pump station driveway and
Horsetooth Road would have to be approved by the City's Traffic Engineer.

8. For both sites, please consider future potential alignments and construction of the
Overland Trail extension from Quail Hollow south to Horsetooth Road.
Construction of either pump station should not preclude such a connection.
Response: Approximate location of Overland Trail R.O.W. is shown on the
plans. The proposed structure is appropriately setback from the R.O.W.
9. For both sites, please contact Mr. Eric Bracke regarding the potential waiver of
the Transportation Impact Study. Response: Contacted Eric Bracke on
September 17, 2003 and he said that a T.I.S. is not needed for this project.

ITEM: City of Fort Collins Utilities — Southwest Water Pump
Station
MEETING DATE: July 7, 2003
APPLICANT: City of Fort Collins Water Utility c/o Mr. Keith Meyer, 700

services provided by Mr. Roger Sherman, BHA Design,
4803 Innovation Drive, Fort Collins, CO. 80525, and Mr.
Doug Simon, CH2MHill.
LAND USE DATA: Request to construct a water pump station for southwest Fort
Collins at one of two locations. Option one is located within Cottonwood Glen Park next
to the existing pump station for the park's irrigation system. Option Two is located on
the north side of Horsetooth Road west of the intersection with Horsetooth Court within
the future Southwest Community Park. Under either option, the facility consists of a 400
square foot structure that would house two pumps for the City's High Pressure Zone.
The building would be constructed out of materials to match the existing pump station in
Cottonwood Glen Park. Response: The Southwest Pump Station will be located in
Cottonwood Glen Park (Option One). A 750 square foot structure is proposed that
will house two pumps with an option for a third pump. The pump station will serve
the City's High Pressure Zone.
COMMENTS:
1. The site is zoned POL, Public Open Land, which permits the pump station as a
Public Facility, subject to administrative (type one) review. Response:

2. The pump station may be considered an accessory use to the park in which case, a
building permit may be issued without having to be on approved and recorded
subdivision plat. For verification, please confirm with Peter Barnes, Zoning
Administrator, 221-6760. Response: The park was previously platted with
development of Cottonwood Glen Park, per a conversation with Peter Barnes
3. The site will be served by City of Fort Collins Light and Power. Three-phase
power is available in Cottonwood Park (Option One) and an electrical transformer
is located nearby. For Option Two, however, power would have to be extended
west from Auntie Stone Street. Extension of this power would be at the Water
Utility's expense. Normal development charges would not apply to the
Cottonwood Glen site as these charges have already been paid. Development
