in this area and they do not assess a monthly stormwater fee on this property.
Once annexed into the City of Fort Collins the property will be placed in the Spring
Creek Drainage Basin. Basin "impact" fees will not apply until re -development or
development occurs on the property. However, monthly stormwater utility fees are
collected for all developed property in the City of Fort Collins. The fees pay for the
operation and maintenance of the storm drainage system and for capital
improvements to the system. The fees are based on lot size, open space
allocations, and impervious lot area. A monthly stormwater fee of $22.57 will be
assessed on this property, based on the amount of imperviousness that is created
by the barns and other out -buildings on the property. There is an existing, on -going
calving operation that is considered to be a commercial use of the property.
• Property taxes - Property taxes are calculated based on a relationship between a
property's "assessed value" (as determined by the Larimer County Assessor's
Office) and the applicable mill levy. The current mill levy in Larimer County is 87.529
and the taxes on this property in the County are $165.42. When annexed into the
City of Fort Collins the mill levy will be 88.025 and the taxes on this property will be
$166.36. The difference in property taxes at this time, going from the County to the
City, will be $0.94 annually.
• Water / sanitary sewer - The current providers for water (ELCO) and sanitary sewer
(City of Fort Collins) services to this property will not change with annexation into
the City of Fort Collins.
This involuntary annexation is scheduled to go to City Council on April 6, 2004 for first
reading, and on April 20, 2004 for second reading.

Re: Prospect East 4th Annexation and Zoning
This is a request to annex and zone 21.18 acres located on the south side of East
Prospect Road, east of Sharp Point Drive, and west of the Cache La Poudre River. The
property currently is in the FA - Farming Zoning District in Larimer County. The proposed
City of Fort Collins zoning for this annexation is RC — River Conservation.
The property is developed. It is currently being used as a farm & calving operation and
there is a pond on the property. This is an involuntary (enclave) annexation. The
property owner has been notified of the City's action to annex the property at this time.
When a property is annexed into the City there will be several fee -related changes that
impact the property, and they are as follows:
• Electric service - Following annexation, Fort Collins Utilities assumes responsibility
for electric service in the newly annexed area. In most cases the transfer will take
place within two (2) years of annexation. This property currently is in the Xcel
Energy service area.
Transfers from Xcel Energy:
Customers and Facilities ..... The transfer of facilities and customers is made in
accordance with a 1978 agreement between the City and Xcel Energy. There
is no cost to former Xcel Energy customers for the transfer of service to Fort
Collins Utilities.
Rates ..... Customers transferred from Xcel Energy pay the standard Fort Collins
Utilities electric rates with no additional adders as a result of the annexation.
Generally, the City's electric rates are lower than the rates charged by Xcel
Energy. City sales tax will be collected on electric bills following annexation.
