They were entered into DMS by Michael on August 6, 2004, during the normal course of development review. There is no signed memo from PFA in the project file. They typically do not provide a formal sign -off on, projects during developlllent review and, to my knowledge, have not done so in this case. Please let me know if and how I can further assist on this matter.
