prior to creating the risk of damage to others' properties? Perhaps an
underground pipe connecting the retention pond to the ditch at Cherry
Street is a solution?
Larimer County Road and Bridge should require a formal traffic impact
study to determine effects of additional traffic on Impala Drive, Cherry
Street, and Irish Drives. According to a report from the City of Fort
Collins traffic office, it has been estimated that an average of 77
additional vehicle trips per day in and out of our neighborhood will
occur because of the proposed density! In a neighborhood where there
are many small children outside playing, this situation should be looked
at and studied when school is in session. The impact from Irish
Elementary on Impala is considerable on school days.
Please consider this request so that reasonable and workable answers and
solutions can be made before a minor disaster is allowed to ruin an
otherwise decent neighborhood in Fort Collins

Subject: ...ADRIAN PDP...
Please do not allow the Adrian PDP to be approved as submitted. There
are issues serious enough that impact others in the neighborhood that
need to be addressed. Also, at this time we the neighbors of the
Green Acres Subdivision, Irish Drive, Cherry Streets and Plains Court
Subdivision request a public hearing pertaining to this project.
A property development plan has been submitted for the above
property. This past spring, the City of Fort Collins council zoned
the property R-L (low density residential) due to the efforts of
neighbors working together. Drawings at that time showed a total of 9
lots, of which 7 had carriage houses. The present plan submitted
shows again, nine total lots on the existing property! While this is
perhaps feasible within R-L zoning, this density is out of character
with the surrounding neighborhood! Section 3.5.1 of the city land use
code states that "New developments in or adjacent to existing
developed areas shall be compatible with the established architectural
character of such areas by using a design that is complementary."
"Compatibility shall be achieved through techniques such as the
repetition of roof lines, the use of similar proportions in building
mass and outdoor spaces, similar relationships to the street, [sic]
etc." Last spring approximately 150 people wrote letters to city
council voicing their opinions against the high density that is now
being proposed. With this high of density, higher noise levels may
also be out of character with the surrounding neighborhood.
The proposed plot plan shows a U-shaped "private drive" intersecting
Impala Drive so that 3 properties on the east side can be accessed.
There will be additional driveways from 4 lots onto Impala.
Interestingly, several of the lots barely make the minimum 6,000 sq.
feet required. In order to achieve this, the property lines have been
drawn at the center of the U-shaped driveway, whereby several properties
will have easements to allow traffic through their properties. Is it
regular practice to densify a property so that a maximum number of lots
can be jammed into that space? Does this not set a precedent for
property owners to be taxed for land they cannot use, and increases the
density of the lots towards a volume that otherwise would not be allowed?
A storm water detention pond is required and is planned for the
southeast corner of the property. Since there is not enough slope to
the property to allow gravity to empty the detention pond (and it must
drain), a pump house has been proposed on the drawing to pump the water
to the west onto Impala Drive. Keep in mind that electrical outages can
occur as the result of severe storm activity and pumps require
electricity. Presently, there is no curb and gutter on the property due
south (Sandy Knox's property) to contain this additional impact of water
onto Impala. Additionally, there is no curb and gutter on the west side
of Impala Drive along properties belonging to the Trents' and
Stocktons'. Don't these improvements need to be made by the developer
