B. As you are aware, there is a three-story residential structure abutting the
east property line. This edge requires significant buffering. The traffic,
noise, lights and odor of a drive -through restaurant must be mitigated to the
maximum extent feasible. Consequently, a substantial hedge or screen of
landscape materials must be provided. Additional planting area can be
gained by reducing the single -loaded drive aisle from 24 feet to 20 feet in
width. Please consider the appropriate plant material in sufficient quantity
to accomplish this buffering.

See redlined site, landscape and architectural plans. There are two main
comments that need emphasis:
A. The north and west building elevations feature wall modules that are acting
as sign frames in violation of Section 3.5.3 of the Land Use Code.
Consequently, the "graphic" on the west elevation must be reduced so that
the rectangle containing the graphic is clearly subordinate to the wall
module. Similarly, the "arrow" on the north elevation appears superfluous
and seriously detracts from the architectural character of the building.
Drive -through restaurants in Fort Collins simply rely on small on -site

[2/12/04] The Transportation Impact Study submitted with the project dated January
2004 is acceptable. I am not overly thrilled with having two curb cuts on South
College Avenue. However, the curb cuts are presented as a one-way system which
is probably a reasonable compromise. The first parking bay should feature one-way
diagonal spaces. The project is not generating enough peak hour turning
movements to warrant a right turn lane. There may be opposition from the
neighborhood regarding the connection to Dartmouth. However, this traffic will more
than likely be "local only" and should not impact the neighborhood significantly.

that Principle ENV-1 is not being met because this project's drive thru lanes could
create concentration of vehicle emissions (potential air quality hot spots). Policy
ENV-1.21 refers to land use such as residential and mixed -use developments
inappropriate neighborhoods and districts. This project is a commercial use
development in a commercial district and can be argued that while the site enhances
alternative transportation uses it equally provides for single -occupant motor vehicle
transportation.

[2/16/041 The site design shows 90 degree parking for the 20 parking spaces
immediately off the College Avenue entrance. Previous discussions with City and
CDOT had concluded that the dual driveways out to College would be acceptable if
the site operates as one way in -out access. Angled parking for these 20 parking
spaces is a critical aspect of the design to ensureit functions as one way in, one
way out. The present design is not enough of a discouragement for someone to try
to exit the site from the southern driveway. This position is also that of CDOT.

15'. Please have the southern drive aisle access widened to 16'. The northern dirve
aisle also needs to be widened to 16' up to the sidewalk, however behind the
sidewalk, this 16' should widen to 20' for the length of the drive aisle connecting out
to Remington in satisfaction of PFA's fire lane requirement as this will be the fire lane
for the site.
