S&A Response: Acknowledged in Number 25. We have made a 20' emergency access easement and will dedicate the easement to the City. Topic: Utility Number: 22 Created: 3/16/2004 (3/16/04] The amount of drainage directed over the sidewalk exceeds LCUA55 criteria. In general the City Engineer has ruled that an area of up to 750 sq. ft. is allowed to drain over the sidewalk which is exceeded in the present design. S&A Response: Highpoint has moved and there is only 744 square feet now flowing to the sidewalk. Therefore, I prefer to use ADS for this size pipe Number: 24 Created: 3/16/2004 (3/16/04] Is an asphalt Swale at 0.6% sufficient to carry drainage flow? It seems that the amount of slope isn't sufficient for asphalt and standing water. Degrading the pavement is likely. (thought or suggestion, not a requirement) S&A Response: Revised swale to 1 % and Thank you! Department: Light & Power Issue Contact: Doug Martine Topic: Light A Power Number: 7 Created: 3/3/2004 [3/3/04] The builder/developer will need to coordinate power availability, location and costs with Light & Power Engineering (221-6700). These evergreens will be counted on to provide the bulk of the Winter screening. Please select a taller variety of evergreen material. S&A Response: Revised the Buffalo & Broadmoor - Can't get too high due to the overhead lines on the North side. Number: 33 Created: 3/22/2004 (3/22/04] How is the "outside gravel storage" area, on the west side of the building, to be screened from adjacent properties? Also, what is to be stored? S&A Response: Revised red -lined plans Department: Engineering Issue Contact: Marc Virata Topic: General Number: 9 Created: 3/15/2004 [3/15/04] The owner of the transmission line easement will need to provide a letter of intent agreeing in principle to the development proposal. In general, having the driveway access within this easement seems to be unusual, will the developer secure permanent legal right for the operation of the driveway? S&A Response: We created an approval block on Sheet 3 for their signature Number: 10 Created: 3/15/2004 [3/15/04] The slope easement directly north of the site requires a letter of intent from both the Food Bank and the power line easement holder. S&A Response: We are working with the owners to get a slope easement. Number: 11 Created: 3/15/2004 (3/15/04] The development illustrates a radius style driveway approach on the plans. The Street Standards allow for the radial access in cases where there are more than 350 trips a day. The traffic report states that the site will generate less than 200 daily trips, thus the use of a radius style driveway is not to standards. S&A Response: This site is commerciablindustrial, which uses the radius style driveway. I believe the 200 TPD is for multi-family/residential Page 2 `"j STAFF PROJECT REVIEW E'ih n€ iari t'n ll.i: ss STEWART & ASSOCIATES RESPONSES TO STAFF PROJECT REVIEW 4-20-04 Stewart & Associates Date: 03/22/2004 c/o Jack Blake 103 South Meldrum Street Fort Collins, CO. 80521 Staff has reviewed your submittal for EVERC,REEN PARK, BLOCK 4, LOT 13 - PDP, and we offer the following comments: ISSUES: Department: Current Planning Topic: 6enerol Issue Contact: Steve Olt Number: 30 Created: 3/19/2004 (3/19/04] Rick Lee of the Building Department offered the following comments: a.
