Dear Basil,
The following is the cost estimate for the erosion control measures for Lot 13, Block 4,
Replat No. 1 of Evergreen Park.
1. Silt fence @ $3.0 per foot x 947 LF $ 2,841.00
2. Extended Detention Pond lump sum $ 1,200.00
3. Reseeding 1.43 acre @ $650 per acre $ 930.00
Required Site Escrow: 1.5 x $ 4,971 $ 7,456.00

property to the North. This portion of our site now drains to this pan. A slope easement is
required and will be by separate document with the adjacent property owner.
The detention pond is designed to hold the required detention pond volume and also the extended
detention volume. A water quality control structure is designed for both extended detention flow
restriction and the historic flow restriction. Discharge from the pond is to Blue Spruce Drive.
The detention pond has a freeboard of 0.8 feet, which is less than the City required 1.0 foot. We
are requesting a variance from the City minimum for the following reasons:
1. Site restrictions being an infill project with developed sites and elevation control on
both sides.
2. Maintaining the building elevation to be out of the 100-year flood plain and not
creating adverse grade problems.
3. The pond being small and being subject to minimal wave action.
EROSION CONTROL:
This site is in the City's moderate rainfall zone and the moderate wind zone per City maps. A silt
fence will be constructed along the North, East, and South sides for erosion control. Also, a straw
bale dike will be constructed around the water quality control structure after it is constructed.
The detention pond will be constructed first and used as a sediment trap during construction.
The required site escrow amount is $7,456.00.

Dear Basil,
EXISTING SITE:
The following is a grading, drainage, and erosion control report for Lot 13, Block 4, Replat No. 1
of Evergreen Park, Fort Collins, Colorado. This site is located in the City's Dry Creek Basin.
Our site area is 1.43 acres net and 1.54 acres gross to the centerline of Blue Spruce Drive. The
site is bounded on the South, West, and North by developed industrial property; and on the East
by Blue Spruce Drive, which is constructed. There is a PRPA overhead transmission line along
the North property line.
The site generally slopes West to East at about 1. M. All runoff goes to Blue Spruce Drive, then
South. There is no development on this site. It is covered by dirt, gravel, native grasses, and
weeds.
I When the property was developed to the North they used the North 15 feet more or less of our
site to slope back up to existing ground. Therefore, part of our lot now drains to their site to a 3-
foot concrete pan 15 feet North of our property line, then East in the pan to Blue Spruce Drive.
' Properties West and South of our site do not drain onto this property. Part of our site is in the
100-year Dry Creek Floodplain for the City of Fort Collins. This property is not in the FEMA
100-year Dry Creek Floodplain.
DEVELOPED SITE:
I We are proposing to construct a 194.4 feet by 71.4 feet metal building, Asphalt driveway and
parking; gravel outside storage area on the West end and a grass detention pond area on the East
end. There are also 6-foot-wide landscape strips on the North and South sides of the property.
The building is out of both the City and FEMA 100-year high-water line. However, the gravel
storage area, part of the asphalt driveway and detention pond will be in the City 100-year Dry
Creek Floodplain, but this site will still be all out of the FEMA 100-year floodplain. A
floodplain use permit is required for this site. Any solid fencing within the floodplain will need
to be raised above the floodplain elevation excluding the posts.
Runoff from this site will be to the detention pond on the East side of this site except for the
landscape area on the North which will flow North to the existing 3-foot concrete pan on the
