• Landscaping will be installed around parking areas to buffer them from adjacent
roadways and adjacent properties. Boxelder Creek and the existing pond will have a
100 foot buffer. Other important natural resources cited in the OCS will be buffered
per the recommendations in the OCS.
Landscaping_
• Appropriate landscaping will be installed in the parking area, buffers, around the
building, and at the entrances.
Circulation:
• The major access point to the site is the CDOT Frontage Road south of Prospect Rd.
The Frontage Road will be realigned in the future -not with the phase I development.
Wetlands and Natural Areas:
• The required setbacks to wetlands and natural areas will be provided.
(iii) Proposed ownership and maintenance of public and private open space areas.
• The owner will be responsible for the maintenance of the site.
(iv) Estimate of Number of Employees for Commercial and Industrial Uses
• At this time it is believed that between 600 and 700 employees will be needed for the
first phase of the development.
(v) Description of rationale behind assumptions and choices made by the applicant
• This project will comply with applicable city standards in an effort to create a
satisfactory addition to the city.
(vi) Variances
• There are no variances being requested at this time.
(vii) How Conflicts Between Land Uses are Being Avoided
• Landscape and buffer requirements will be followed to minimize conflicts between land
uses and impacts on open spaces.
(viii) Neighborhood meeting
• There has been no neighborhood meeting. A neighborhood meeting will be scheduled
prior to the public hearing.
(ix) Project name and previous project names.
• The project name is CSURF Research Campus PUD.

Statement of Planning Objectives
(i) Statement of appropriate City Plan Principals and Policies
The proposed CSURF Research Campus overall development plan is consistent with the City's
Comprehensive Plan as per the following:
• The property is located within the E zone district. Section 4.27(B)(2) lists Commercial
and Industrial uses as a permitted use subject to administrative review.
• Public improvements include utilities within the property as well as road improvements
to the Frontage Rod.
• Traffic flow patterns within the property will be designed to provide efficient circulation.
• Bicycle and pedestrian access within the site, as well as connectivity to trails and
adjacent properties, is an integral part of the design.
• There are no hazardous materials on site.
• Valuable natural resources identified in the OCS will be protected per the guidelines in
the land use code and per the recommendations in the OCS.
• This first phase of this project will include the northern most 25 acres of Parcel II that
will accommodate an industrial use. Development of phase I is tentatively scheduled
to begin in the spring of 2008 and finished winter of 2008. Development of the rest of
the site will be determined by market absorption.
(ii) Open Space, Buffering, Landscaping, Circulation, Transition Areas, Wetlands and
Natural Areas
Open Space:
• New detention ponds will be created on the site for water storage and quality.
