Estimated cost is $400,000.
Improvements would probably be triggered by and in conjunction with street
improvements.
Estimated street improvements to Prospect - $2.6 million.
Total street and stormwater improvements - $3 million.
Would likely be a combination of Capital and S.O.F. and property frontage
participation from CSURF and possibly others to be determined.
For property owners not ready to develop, a Repay would be due to the City, at
the time these property owners develop in the future, but only for their local street
proportional share.

RE: The Boxelder Alliance
1. Transportation and A.P.F.:
The group working on regional transportation improvements, particularly the
interchange, is not as far along as the stormwater group. They are just getting
started. The concept is to establish lines of communication, keep tabs on the
CDOT North 1-25 E.I.S. regarding the Prospect rural -to -urban interchange, and
track development as it occurs near the interchange. There is no discussion, at
this time, of forming an S.I.D. Current regulations are in place — A.P.F., S.O.F.
fees, and frontage improvements for the local street portion of the street
classification.
2. Stormwater:
The group consists of C.O.F.C., Wellington, Larimer County, but not Timnath.
The concept is form a Regional Basin Improvement District to address the public
safety issues around the Boxelder Creek Floodplain. This is very similar to what
the City and County did on West Vine. Properties would be included in a
geographic area and the fees generated within the boundary would be
specifically earmarked for improvements within the basin, instead of going into a
city-wide or county -wide general improvement fund.
Could lead to the formation of an S.I.D.
The White Brothers are members of the alliance. Good regional participation.
The public entities are beginning to draft an I.G.A.
Both Building Permit Fees and Monthly Capital Fees, paid on the C.O.F.C. Utility
bill, would remain in the basin.
Wellington and Larimer County would need to set up their fee system so that
fees generated would also stay in the basin.
The I.G.A. and fee system are expected to be implemented in mid — 2008.
Boxelder Creek needs to cross Prospect in two places. Each crossing would
consist of 2 — 3 culverts.
