Subject: Liebl MRD annexation
I spoke to Pam Liebl today and formulated this general plan with her.
That with her attorney we would draft a restrcition on the Lible
property, enforcalbe by the County and problably not involving a City
aggreement to enforce, that the poperty owners heirs and assigns agree
not to request land division of the property with out first working with
Larimer County to satifify the TDU responsiblities of the property .
This could be occuring during your annexation procedures and by reason
of the contractural obligation would seem to close the door on any other
parties using the process as a loop hole.
I will meet with Pam next week to begin drafting the agreement and will
provide the city opportunity to reiview the draft.
