plans.

[12/16/04] The Pedestrian LOS analysis is incomplete. Martinez Park as well as the
Poudre River multi -use trail qualify as "recreation sites" within a quarter mile of this project
and as such need to be assessed for Ped LOS. Add these destinations to the analysis,
revise appropriately, and re -submit the Ped LOS worksheet to Transportation Planning.

[12/16/04] This property is responsible for the installation of sidewalk on SH287 along the
property frontage as well as south to Woodlawn Dr. The portion south of the property line
can be constructed as a temporary asphalt path in order to meet the relevant Ped LOS
standards. In response to the applicant's belief (as stated in a letter dated 11.23.04) that
this improvement is beyond the impact of such a small project, I offer the following.
Technically speaking, in order to meet minimum Pedestrian LOS standards, this project's
frontage improvements should tie into the nearest existing sidewalk, which happens to lie
well south of Woodlawn Dr. Without doing so, or at least making a good faith effort to
facilitate such an improvement, this project will have a tough time meeting the Pedestrian
LOS standards as referenced in sections 3.6.4 (B) and 3.7.3 (D) of the LUC. It should be
noted that construction of the sidewalk to the south of Woodlawn would require a costly
crossing of an irrigation canal/ditch. Fortunately for the applicant, there is a funded project
for street improvements to North College Ave that will "foot the bill" for sidewalks south of
Woodlawn Dr, including the crossing of the irrigation ditch. By allowing this project to a).
build a sidewalk "to -standard" along the frontage of the parcel to the south, ending at
Woodlawn, or b) build a temporary asphalt connection that ends at Woodlawn, it seems that
an appropriate compromise can be met that will meet Ped LOS as required by the LUC and
yet not cause an "out of balance" cost to this project. It should also be noted that if a "to -
standard" sidewalk is built across the adjacent property to the south, this applicant would be
eligible for a repay from whatever development took place on that parcel in the future.
Construction of a temporary asphalt path, while cheaper to construct, will not be eligible for
reimbursement from future development or the City. Please review section 3.2.2 C (7) of the
LUC for further clarification.
The applicant has contacted the property owner's representative to the south (Ed Zdenek)
regarding a trail access easement. The applicant intends to escrow funds to construct a city
approved trail to Woodlawn Drive as directed by staff. The trail alignment will exist within
the future ROW of N. College Avenue.

materials requirement. These items include the dumpster, tables, bike rack, trash cans, etc.

4. Please document on the plans and in the drainage report the flood proofing elevation
for the structure. This flood proofing elevation also includes the elevation for all electrical,
HVAC, and other mechanical. Please also make a note that the City's "Flood proofing
Guidelines" will be followed as part of the flood proofing design.
The floodproofing elevation of 4967.5 has been documented on the plans and in the
drainage report.
5. Please show floodplain cross-section lines and BFE lines on the grading plan.
The FEMA BFE lines have been added to the Existing Topography and Demolition Plan and
the cross section lines have been referenced on the grading plan.
6. Please see floodplain checklist and comments on the plans for all of the
documentation notes required on the site plan, grading plan, and plat.
Documentation has been added to the construction drawings and site plan per your
comments.

subdivided with this plat. He agreed an easement would not be required, but that a letter
from the owner to the north would suffice. I will pass this letter on to the City as soon as it is
obtained.

required to comply with section 3.3.1(I)(1) of the City of Fort Collins Land Use Code.

(1) Design and Aesthetics.
(1) Project design. Projects in the vicinity of large natural habitats and/or natural habitat
corridors, including, but not limited to, the Poudre River Corridor and the Spring
Creek Corridor, shall be designed to complement the visual context of the natural
habitat. Techniques such as architectural design, site design, the use of native
landscaping and choice of colors and building materials shall be utilized in such
manner that scenic views across or through the site are protected, and manmade
facilities are screened from off -site observers and blend with the natural visual
character of the area. These requirements shall apply to all elements of a project,
including any aboveground utility installations.
The applicant and his representatives met with Doug Moore and Anne Aspen on Thursday
January 6, 2005 to discuss this issue. It is my understanding that the group determined that
a darker rectilinear stone material would be placed at the base of the building. Limited
"corporate" red would be used on the bollards around the building, in limited amounts on the
signs and along the proposed railing. The rear door of the building, although typically red,
will be changed. The red light fixtures on the building will be replaced with a different fixture
and will NOT be red in color. Also, all shrub plant material was replaced with native species
from the list provided by Natural Resources.

the right-of-way cannot be vacated by plat. Vacation of any City right-of-way requires an act
by City Council. Assuming this is right-of-way, the applicant may want to consider initiating

The area of concern is no longer an issue to do the additional 22-feet of R.O.W. dedicated
with this plat.

- CDOT will not have a signature block on the construction plans (for this and all other
projects).

[12/10/04] With the platting of the entire 1.091 acres, the site, landscape, and utility plans
need to show the same entire area, not the portion of area that fronts College Avenue. The
plat can separate these areas into two distinct lots, which would then show the western lot
as undeveloped/future development. (If the entire area were to remain one lot, the entire
site would have to be brought up to standards, including construction of Alpine Street
improvements. If separate lots, no improvements would be required until the south lot
develops.)
As suggested, the property has been broken into two lots. The entire parcel is shown on an
overall site plan and the western lot labeled as "future development."

concern that the building needs to be fully accessible including access to a common toilet
room and curb cuts at the handicap parking and pedestrian crossing.

[12/15/04] Since the property to the south will need to have shared access with this site in
order to meet 3.3(B)(1) "Each lot must have vehicular access to a public street," you need to
show how this access will be provided on your site plan. The site plan should also include
the entire site. If the shared access is to occur in the front along College Ave., the increased
volume and complication involved would likely necessitate revisiting the modification granted
for the connecting walkway across a drive aisle.
Cross -access has been provided as required in the rear of the site.

[12/15/04] Why are the trees on the College frontage not on the parkway as required?
The site's frontage on North College Avenue is approximately 100' in width. Due to the
restrictions of the CDOT access control plan, the 30' entry must be centered on the site. On
remaining parkway north of the entry, separation from a street light (40' canopy/15'
ornamental) and an existing bus stop do not allow for the planting of a tree. On the south
parkway, meeting the requirement for separation from an existing water line does not allow
adequate space for a tree. Instead, trees have been provided at the edge of the required
15' utility easement behind the ROW.
Clark Mapes in Advance Planning comments that an additional tree along the detention area
would go a long way towards screening the stacking cars at the south window.
Additional tree plantings have been provided in this area.
