SECTION 1 - GENERAL LOCATION AND DESCRIPTION
LOCATION
The Poudre River Rest Area site can be described as situated in the northeast quarter
of Section 21, Township 7 North, Range 68 West of the 6th Principal Meridian, City of
Fort Collins, County of Larimer, State of Colorado and compromises approximately 16
acres. The project location map, Figure 1.1, is illustrated on page two. The Poudre
River Rest Area is located to the south of the existing City of Fort Collins Welcome
Center and Environmental Learning Center (ELC), just west of the Interstate 25 frontage
road. The site is adjacent to Boxelder Creek, with easterly portions of the proposed site
within the Boxelder Creek Floodplain. The proposed rest area site is located directly
west of Boxelder Creek. The site is also bound to the west and south by undeveloped
land. The site is located within the Poudre River Basin.
DISCRIPTION OF PROPERY
The proposed project, approximately 16 acres, is to build a Colorado Department of
Transportation (CDOT) rest area, which will replace the existing two rest areas located
along 1-25, just north of the Harmony Road interchange in Fort Collins.
This proposed project site is to be used for non-residential use. The rest area is a 2659
sq. foot building, which will contain men and women's restrooms, two family rstrooms, a
lobby, and an equipment storage area. Future plans for the site will include a visitor's
center, which is currently located at the Welcome Center to the north. The proposed
finished slab on grade floor will be at 4856 feet which is 1.5 feet above the recorded City
of Fort Collins' BFEs.
A separate garage will be located at the south end of the site. The garage will house
maintenance equipment and supplies.
The site is relatively flat and is generally 5-8' in elevation above the flowline of Boxelder
Creek. The exiting site sheet drains from the north to the south at approximately 1 %.
