2. The project is not subject to the design standards found in Article 3 of
the Land Use Code, however, the applicant is urged to match the
standards to the extent reasonably feasible.

Staff suggests that the applicant install as much additional landscape
material on the west side of the site as can be supported by the City's
stormwater regulations.

Engineering (Dave Stringer, 221-6606, (dstringerOfcgov.com)
1. Street Oversizing Fees may apply. The applicant should contact Matt
Baker at (970) 224-6108 to determine whether the fees are applicable.
2. The applicant will need to provide a mylar copy of the civil engineering
plans.
Storm Drainage (Glen Schlueter, 221-6700 aschlueternfcgov.com)I
1. This site is in the Boxelder/Cooper Slough drainage basin where there are
presently no new development fees. This may change as Council approves the
new master drainage plan for the basin.
2. A drainage and erosion control report and construction plans are required and
they must be prepared by a Professional Engineer registered in Colorado..
3. Onsite detention is required with a 2-year historic release rate for water
quantity and extended detention is required for water quality treatment. The
quantity detention requirement is a revised comment from the conceptual review
meeting. At the meeting I thought it would not be required but after discussing it
with the master planning staff it is required and he had told the design engineer
that during previous meetings.
4. This site is on the Stormwater Utility inventory map 15K.
5. FEMA has accepted the revised floodplain as "best available information" so
CDOT only needs to do the analysis on the new floodplain and not the old FEMA
floodplain. The biggest floodplain issue is the encroachment into the floodway
by a bridge crossing and onsite fill. Natural Resources asked for additional
berming that would overlap. This may be difficult and still show no -rise in the
floodplain water surface elevation. It may be possible to remove soil to
compensate for the berming and it would need to be included in the floodplain
modeling. The design engineer has contacted Stormwater and is working close
with staff to meet the floodplain requirements.
Current Planning (Cameron Gloss, 221-6750 colossWcooy.com):
1. This project is subject to a Site Plan Advisory review, consistent with
the State statute. The application must be reviewed by the City's
Planning and Zoning Board based on its "location, character and
extent". The Planning and Zoning Board will either approve or
disapprove the application. If disapproved, the project will be subject
to review by the State Transportation Commission that may consider
the action of the Board.

LAND USE DATA: A request to construct a rest area adjacent to the existing
Visitor's Center at the southwest comer of the 1-25 frontage road and East
Prospect Road. Three traffic signals will be installed by CDOT in conjunction with
the project. The following departments and referral agencies have offered
comments for this proposal.
COMMENTS:
Light and Power (Judy Dahlgren, 221-6700 idahigren fcgov.com):
1. Please contact Light and Power to coordinate the location of the
transformer, The transformer will be at the applicant's expense; the
transformer must be located within 10 feet of a paved surface.
2. A utility easement will need to be provided,
3. Development Charges will be applied.
Water/Wastewater (Roger Buffington, 221-6700 East Larimer County Water
District):
1. A 6-inch water main exists in East Prospect Rd,
2. Please provide water demand information to determine if the water service
is adequately sized.
Poudre Fire Authority (Ron Gonzales, 221-6570):
1. All addresses shall be fronting on the 1-25 frontage road.
2. No structure may be located further than 300 feet from a fire hydrant.
3. The structure does not meet access requirements and must therefore be fire
sprinklered.
