The application must be reviewed by the City's Planning and Zoning Board based on its "location, character and extent". The Planning and Zoning Board will either approve or disapprove the application. If disapproved, the project will be subject to review by the State Transportation Commission that may consider the action of the Board. Noted 2. The project is not subject to the design standards found in Article 3 of the Land Use Code, however, the applicant is urged to match the standards to the extent reasonably feasible. Noted Natural Resources (Doug Moore, 221-6650, dmoore@fcgov.com): Staff suggests that the applicant install as much additional landscape material on the west side of the site as can be supported by the City's stormwater regulations. It is the intent of the design team to provide landscaping and/or berming on the south and west perimeters of the site to provide a reasonable buffer to the existing Natural Resources parcel to the extent possible within the parameters of the project. The amount of landscaping proposed may be limited by design factors at the site including building embankment within the floodplain, rest area visitor safety, and project budget. The Natural Resources staff has provided valuable input to the Design Team on the project. The Design Team will continue to work with the Natural Resources staff through the preliminary and final design phases. Please feel free to call if you have any questions. The applicant will need to provide a mylar copy of the civil engineering plans. Noted. Storm Drainage (Glen Schlueter, 221-6700 gschlueter@fcgov.com): This site is in the Boxelder/Cooper Slough drainage basin where there are presently no new development fees. This may change as Council approves the new master drainage plan for the basin. Noted. A representative from CDOT will contact Glen during the Preliminary Design Phase to determine applicable fees. 2. A drainage and erosion control report and construction plans are required and they must be prepared by a Professional Engineer registered in Colorado. Noted. 3. Onsite detention is required with a 2-year historic release rate for water quantity and extended detention is required for water quality treatment. The quantity detention requirement is a revised comment from the conceptual review meeting. At the meeting I thought it would not be required but after discussing it with the master planning staff it is required and he had told the design engineer that during previous meetings. Noted. The City directed us to provide on -site release rates into Boxelder Creek during the 2-year and 100-year events with historic rates. Due to the situation on the site they are allowing us to maintain a flow path for the 100-year floodplain which requires some of the site to drain in the direction of the Poudre River. 4. This site is on the Stormwater Utility inventory map 15K. Noted. 5. FEMA has accepted the revised floodplain as "best available information" so CDOT only needs to do the analysis on the new floodplain and not the old FEMA floodplain. The biggest floodplain issue is the encroachment into the floodway by abridge crossing and onsite fill. Natural Resources asked for additional berming that would overlap. This may be difficult and still show no -rise in the floodplain water surface elevation. It may be possible to remove soil to compensate for the berming and it would need to be included in the floodplain modeling. The design engineer has contacted Stormwater and is working close with staff to meet the floodplain requirements. As noted the design engineers with Stantec are, and will continue to work closely with City Staff to accommodate F000dplain issues. It is expected that new utilities to the Rest Stop will need to be placed within existing private property in order to service the new site. Easements needed for new utilities will be acquired with the project. If needed easements can be provided within the project boundary. 3. Development Charges will be applied. CDOT will work with the City of Fort Collins through the preliminary design phase to understand the applicable "Development Charges" that may apply to this project. Water/Wastewater (Roger Buffington, 221-6700 East Larimer County Water District): A 6-inch water main exists in East Prospect Road. Noted. Exact location of the water line will be established with potholing during the Preliminary Design phase of the project. 2. Please provide water demand information to determine if the water service is adequately sized. Exact demands for the Rest Area Buildings are not know at this time, but will be established during the Preliminary Design phase. The building will consist of a lobby, a Men's restroom with 5-7 stalls, a women's restroom with 5-7 stalls, and two family restrooms with single stalls. We expect this facility to have water demands of approximately 85 gallons per minute. Poudre Fire Authority (Ron Gonzales, 221-6570): All addresses shall be fronting on the 1-25 frontage road. Noted. Will establish during Preliminary Design. 2. No structure may be located further than 300 feet from a fire hydrant. Noted. 3. The structure does not meet access requirements and must therefore be fire sprinklered. Noted. The design team will evaluate access during Preliminary Design. The staff comments were established at the April 51h, 2004 City of Fort Collins Conceptual Review Meeting, and the response letter is a requirement for the Project Development Plan Submittal. The text in green is a copy of the City comments and text in blue is the project team's response. LAND USE DATA: A request to construct a rest area adjacent to the existing Visitor's Center at the southwest corner of the 1-25 frontage road and East Prospect Road. Three traffic signals will be installed by CDOT in conjunction with the project. The following departments and referral agencies have offered comments for this proposal. COMMENTS: Light and Power (Judy Dahigren, 221-6700 jdahlgren@fcgov.com): Please contact Light and Power to coordinate the location of the transformer. The transformer will be at the applicant's expense; the transformer must be located within 10 feet of a paved surface. During the Preliminary and Final Design process Stantec will coordinate the location of the transformer or transformers necessary for the project. There will be electrical requirements for the new Rest Stop building, new traffic signals on E. Prospect Road, and lighting within and at the entrance to the site.
