HomeMy WebLinkAboutCDOT POUDRE RIVER REST AREA - SITE PLAN ADVISORY REVIEW - 27-04 - SUBMITTAL DOCUMENTS - ROUND 1 - PLANNING OBJECTIVESSite Fencing The rest area will be fenced to the west and south by a rail fence. The purpose of the fence is to restrict access from the site to adjacent wildlife habitat and Fort Collins Natural areas. Wetlands and Boxelder Creek All site development will maintain a 100' buffer from Box Elder creek per the City of Fort Collins standards. Site Lighting Site lighting will be provided for parking areas, drives and pedestrian plazas and will meet City standards. Low-level security lighting will be provided under the picnic shelters but are not intended to encourage night-time use. Pole heights within the site will not exceed 30' and will have cut-off luminaries that prevent light from spilling onto adjacent properties. Street lighting will be provided at the Prospect and Frontage road intersection. Frontage road will have additional street lighting leading to the Rest Area entrance. CDOT Poudre Rest Area Statement of Planning Objectives. Site Description The I-25 CDOT Rest Area is located south of Prospect Road near the intersection of Prospect and Frontage Road, '/< mile east of the I-25, Prospect interchange. The rest area will be located directly south of the existing Welcome Center/State Parks offices. The site is part of a reclaimed mining operation and borders wildlife and Fort Collins natural resource areas. Box Elder Creek meanders through the eastern part of the site. Proposed uses and conceptual site plan for the site have been approved by the Fort Collins Natural Resource Advisory Board. Proposed development includes 53 car, 9 RV and 25 truck parking spaces. The rest area will be served by an approximately 3,300 sq. ft. building facility that includes rest rooms, vending machines and visitor information kiosks. Additional structures within the site include a maintenance building with a garage and 5 small picnic shelters. Landscape for the site will consist of shade trees and ornamental plantings. Natural seed and ornamental grass mixes will be used for large open space and detention areas. The western and south edges of the site will be bermed and fenced to minimize the site impact on adjacent habitat and natural resources. Screen planting will be included to further reduce truck lights impacting off site areas. A 100' buffer from the top bank of Box Elder will be maintained for all site elements. Consistency with City of Fort Collins Land Use Code and City Plan The proposed site development applies the standards found in the Fort Collins Land Use Code. The site has two zoning designations: River Conservation District (R-C) and Parks and Open Lands (POL), both of which allow for public facilities such as a public rest area. The proposed development adheres to CityPlan by protecting and maintaining a buffer between site uses and Boxelder Creek. CDOT is transferring ownership of the original I-25 rest area property on the west side of the Interstate 25 to the City of Fort Collins, and in exchange, the rest area site will be transferred to the State of Colorado. Both of the existing rest areas are within the Poudre River Conservation corridor. By allowing the development to occur on the proposed site, key habitat and river corridors will be protected per the vision of CityPlan. Site Access The rest area's primary access will be via a box culvert crossing of Box Elder Creek from the Frontage Road. As part of the project off -site improvements will be made to the Prospect and Frontage Road intersection including a traffic light, lane widening to accommodate trucks and RV's, and turn lanes as required. RV's and cars will also have the option of exiting the site via the existing visitor center access road at Prospect Road; however, this movement is discouraged by the design of the road system on the site.
