built to arterial standards. The portion south of the property can be built as a temp'ry paved sidewalk
connection. The City has a funded project to build the sidewalk from Vine to Woodlawn and as such the
applicant would only have to tie in at Woodlawn.
The applicant will need to design and build the curb and gutter improvements along the frontage of the
property. The design will need to tie into the end of the recent curb and gutter improvements and extend
north for a 1000 feet beyond the property line in accordance with standards.
' The crossing vehicular movements on the plan are a concern.
' What is the parking to the north side of the property for? is it employee parking?
'How will delivery service and drop-off work.

Good question, the park entrance is at the western end of Woodlawn (ROW?) about 1,100 feet away. At
this point, I would leave the comment in the conceptual letter that ped destinations need to be addressed
in the TIS, and the developer would have to make recommendations that achieve the acceptable LOS.

Sheri and Anne,
I was talking with David and we both agree that we can NOT require the Human Being to make the off site
sidewalk connection to the City's sidewalk project. Our Level of Service is very specific about connectivity
to destinations within a quarter mile and the sidewalk project does NOT qualify as a destination by itself,
nor is downtown a destination because it is outside the LOS 1/4 mile boundary. However, if the Human
Being is required to conduct a TIS than they will need to do a ped LOS analysis and at that point off site
sidewalks may be required.
At this point I would state in the conceptual letter that "if a TIS is required than a ped LOS analysis will
need to be included and identify all ped destinations within a quarter mile to determine if any off
site sidewalk connections will need to be made."
Also as Sheri stated they will be required to improve their College Ave. frontage and Anne the site plan
map is attached.

We discussed the conceptual proposal for Human Bean at Transportation Coordination meeting and then
with Tess Jones of CDOT yesterday.
The following are comments that came out of that discussion and need to be passed onto the applicant in
the conceptual letter.
Human Bean
* A single point of access only (without a median) will be allowed to the property only( a driveway meeting
standards without the median).
* Need to show that this driveway aligns with the center line of the driveway across the street (SH287).
This will need to be shown on the plans.
* Need to show that cross access is allowed for with the design. This needs to be accommodated within
the parcel area in for review. If the intent is that it is across the back piece of property than the portion
needs to be included in the submittal (this does not mean that the entire parcel out to Alpine needs to be
included).
* This property will be responsible for the installation of sidewalk along SH287 along the property frontage
and south to Woodlawn Drive. The portion within the property boundaries would be a concrete sidewalk
