1) The planned 30' access width meets the Code and the single point of
access agrees with the ACP. As previously noted, that access must align
with existing access on the east side of the highway. That relationship
is not shown on the plan. As plans progress, other details of access
will be required, and the Code should be followed for that design.
2) The weaving maneuvers to the west of the building still are a
concern. It seems likely that many of the customers will not be able to
maneuver the very tight u-turn to stay on the inside lane. We need to
see turning templates applied to the plan and have a better
understanding of the frequency in which the weave will occur. Where are
the two drive-thru windows located? Does the ordering occur at a
different window than the pick-up? If a customer wants the drive-thru
service but is in a vehicle that can't maneuver the tightest u-turn
where do the pick up their order?
As plans progress, CDOT will need to review the drainage plan to ensure
no increased surface run-off to the highway ROW. An access permit will
be required, as well, and will not be issued until our Hydraulics
Engineer has accepted the plan.

Anne,
Thank you for the comments from CDOT. I agree that this should not have
baring on the Modification of Standard. Once the M.O.S. is approved we will
survey the site and align the access points with the property on the east
side of N. College Avenue. At this point, if the M.O.S. is NOT approved we
would have wasted $$. The turning movements are based on plans previously
approved in other jurisdictions - so we have some confidence they work.
These will also be looked at in greater detail after the MOS is approved.
I'll be happy to provide a more detailed explanation of the site maneuvering
as we progress.
ALSO - I have attached a 8.5 x 11" site plan in PDF format. Please let me
know if you have trouble printing this file and I'll have one delivered to
you today.

All - Here are a couple of concerns I have about the Human Bean
referral (dated July 13, 2004, from Current Planning). They've modified
the plan to address some of our needs, but I still am not certain it's
an acceptable plan. My focus is on access and drainage.
