COLLINS, CO 80525 Date: 07/28/2004 Staff has reviewed your submittal for THE HUMAN BEAN, 799 N. COLLEGE AVE. MODIFICATION OF STANDARD, and couldn't help themselves from making a few comments on the future PDP. The only comment that pertains to the modification is from David Averill. I have indicated it with bold print. We offer the rest of the following comments for your consideration if/once you submit for a PDP: ISSUES: Department: Engineering Issue Contact: Marc Virata Topic: General Number: 1 Created: 7/22/2004 [7/22/04] No comments on the two modifications, however future site design (outside of the two modifications) shall be in accordance with the City's Land Use Code, the Larimer County Urban Area Street Standards, and CDOT requirements. Department: Transportation Planning Issue Contact: David Averill Topic: Transportation Number: 2 Created: 7/26/2004 [7/26/04] In consideration of the physical limitations of this particular site as well as the access restrictions imposed by the North College Access Control Plan and CDOT's Access Code, Transportation Planning staff will support the modification of the "connecting walkway" standard (LUC 3.5.3(B)1 for the application as proposed. However, I am requesting that a raised pedestrian crossing be provided across the drive aisle, instead of the "enhanced crosswalk" as proposed on the site plan. This crossing should be flush with the proposed walkway to the order window. The walkway can be ramped down to meet the sidewalk that will be provided on College Ave. after it crosses the drive -aisle on the east side. This solution would be the best and safest mitigation strategy and would most closely meet the intent of the "connecting walkway" standard, more so than adding an "enhanced crosswalk" with solely colored concrete to delineate the crossing. I also request that a sign and lighting plan be submitted (or call out locations on future plan submittals) so that we can best assess the effectiveness of the mitigation strategies as proposed in your letter dated 7/21/2004. Number: 3 Created: 7/26/2004 [7/26/04] It would be a good idea to swap the positions of the bike rack and seating area (move the bike rack to the east and the seating area to the west) in order to minimize the chance of potential conflicts between approaching bicyclists and pedestrians. This is advisable when one considers that the proposed walkway is 5 feet in width and will not allow for much clearance between bicyclists and pedestrians. As you will see, there is only one comment that pertains to the modification. I support the comment as I think it will beef up your argument that it will not be detrimental to the public good (whatever that is ... in this case I read it as safety) Also, it occurred to me that no one will have coffee in their lap at this point in their travel through the site.
