1. The entire Fort Collins Land Use Code (LUC) is available for your reference
on the web at http://www.colocode.com/ftcollins/landuse/begin.htm
2. Though it was not a part of this proposal, we spoke about the possibility of
adding a building to the northwest corner of the site. You will need to run
this idea by both Ron Gonzales at the Poudre Fire Authority at 416-2864
and Doug Moore at Natural Resources at 224-6143. They may have
information on fire access and the wetland buffer respectively and what they
would require that could change your plans.
3. Once you have addressed the above concerns, you will be ready to submit
your request according to the subdivision plat submittal checklist available
on our website at http://fcgov.com/currentplanning/pdf/pdpsubdivision.pdf.
You will not be required to submit all of the materials listed since many of the
items do not pertain to your proposal. Please check with me before
assembling your submittal and let's review what you'll need at that time.
4. You will need to set up an appointment to submit your application with
Ginger Dodge in Current Planning at 221-6750. Incomplete submittals will
not be accepted.

Stormwater Utility

1. This site is in the McClelland/Mail Creek drainage basin where the new
development fee is $3,717.00/acre which is it is subject to the runoff
coefficient reduction. This fee is to be paid at the time the building permit is
issued. This applies only if there is an increase in imperviousness greater
than 350 square feet.
2. If there is an increase in imperviousness greater than 1000 square feet a
drainage and erosion control report and construction plans are required and
they must be prepared by a Professional Engineer registered in Colorado. A
grading plan is required when there is between 1000 and 350 square feet of
new imperviousness, but no drainage study. There are no requirements for
less than 350 square feet.
3. Onsite detention is required with a 0.2 cfs/ac release rate for the 10 year
storm and a 0.5 cfs/ac release rate for the 100 year storm. Also upstream of
Boardwalk the release rate is 0.23 cfs/acre. Extended detention is required
for water quality treatment.
4. This site is on the Stormwater Utility inventory map 9P.
Water/ Wastewater

1. There will need to be easements for the utilities. A blanket easement as
suggested by Rob would satisfy the need.

LAND USE DATA: Request to subdivide the existing lot such that each building is on
its own lot. The property is within the City of Fort Collins and is currently zoned MMN -
Medium Density Mixed -Use Neighborhood District. The following departmental
agencies have offered comments for this proposal:

Zoning

1. For this proposal to be allowed, each lot must front on a dedicated street,
parking lot that is an easement, or private street or drive at least 20 feet in
width. Most of the units appear to front the parking lot. If the lot is not
already an access easement, you will need to dedicate it as an easement.
2. There may be separate building code requirements that will affect this
proposal. Please contact Mike Gebo or Rick Lee in Building Inspection at
221-6760.
Engineering

1. If there is no change of use for the property, there will be no Larimer County
Road Impact Fees. — - - -
2. Please check with Matt Baker in Street Oversizing at 224-6108 to verify that
there will be no street oversizing fees.
3. You may need to dedicate access and utility easements along the portion of
Tract A that is on Boardwalk Dr.
4. The existing site sign is not allowed in the utility easement/right-of-way and
will need to be moved. Verify where the utilities are and obtain a variance if
needed.
5. A plat will, of course, be required.
6. Contact Ron Gonzales at the Poudre Fire Authority at 416-2864 or
rogonzales@fcgov.com for emergency access requirements. You may need
to acquire public access and emergency access easements from neighbors
to the south.
Light and Power

1. All Light & Power facilities will need to be in a dedicated utility easement.
2. Please show the service locations along with Water/Wastewater on the Utility
Plan.
3. If you increase the load or increase the number of units, Light and Power will
have additional comments.

For your information, attached is a copy of the Staff's comments regarding the
proposed subdivision of the Pier Apartments property so that each building is on
its own lot, which was presented before the Conceptual Review Team on June 28,
2004.
The comments are informally offered by staff to assist you in preparing the detailed
components of the project application. Modifications and additions to these comments
may be made at the time of formal review of this project.
The City's current planning department coordinates the development review process.
