9. Historic Preservation:
a. As long as there are no structures over 50 years old on the site, no
comment.
10. Park Planning:
a. The neighborhood and community parkland fees are based on square footage
of each unit, and are due at the time of building permit.
11. Current Planning:
a. Refer to Section 3 (General Development Standards), and Section 4.5 (MMN
Zoning District) in the Land Use Code for the standards that apply to your
proposed development. The Land Use Code is available to view on the
internet at www.fcgov.com/cityclerk/codes.php.
b. Please visit Our website at htto://www.fcgov.com/curreniplanning/submittals.php for a
complete list of submittal requirements.
c. Street trees [3.2.1((D)(2)] will be required along Elizabeth Street.
d. Required Number (minimums and maximums) of Off -Street Parking Spaces
[3.2.2(K)] and Parking Stall Dimensions [3.2.2(L)] will apply.
e. Residential Building Standards [3.5.2] will apply.
f. Ensure that Emergency Access [3.6.6] is coordinated with Ron Gonzales of
Poudre Fire Authority.

4. Water & Wastewater Utility:
Location: 2300 W Elizabeth Street (I-3)
Proposal: Convert SF residence to duplex
Ex. Mains: 12-inch water in Elizabeth; 8-inch sewer in Ponderosa N of Elizabeth, 6-inch sewer
in Hillcrest S of Elizabeth
Comments: Existing house may be on septic system. Customer currently not billed for
sewer and no connection has yet been identified. Separate water/sewer services will be required
for each dwelling unit. The water conservation standards for landscape and irrigation will apply.
Development fees and water rights will be due at time of building permit.
5. Natural Resources:
a. Provide adequate space in dumpster area to allow for recycling services.
b. Please coordinate the units trash service so there is only one trash hauler to
serve all units.
6. Fire Department:
a. Address must be visible from the street using a minimum 6" numerals on a
contrasting background.
b. See Section 3.6.6 of the LUC regarding Emergency Access.
c. Contact Ron Gonzales of the Poudre Fire Authority to discuss emergency
access issues, and to go over the specifics of how the Fire Code would apply
to this project.
7. Light and Power:
a. Additional development fees will apply for the new development portion of
the service.
b. There has been recent undergrounding of utilities in this area. We can put a
larger cable in existing conduit.
c. If you end up proposing multifamily, the meters need to be banked.
d. If you end up splitting into more than one lot, easements will need to be
dedicated where utilities cross one of the lots to serve other lots.
8. Transportation:
a. The TIS can be a 1 page memo, but must address all modes of transportation
including vehicle, but also bicycle, pedestrian and transit. Coordinate with
Eric Bracke from Traffic Operations to determine the level of detail
necessary for the vehicular scope of the TIS. Coordinate with Tom Reiff
from Transportation Planning to determine the level of detail necessary for
the bicycle, pedestrian and transit scope of the TIS. If Eric waives the
vehicular portion of the TIS, the one page memo will still need to address
the other transportation modes.

2. Stormwater Utility Department:
Location: 2300 West Elizabeth
a. This site is in the Canal Importation drainage basin where the new development fee
is $6,181/acre which is subject to the runoff coefficient reduction.
b. The standard drainage and erosion control reports and construction plans are
required and they must be prepared by a professional engineer registered in
Colorado. Onsite detention with a 2 year historic release rate is required. Extended
detention for water quality treatment is required and it must be in a landscaped area.
Parking lot detention is accepted to a maximum depth of 12 inches.
c. The outfall for the drainage could be to Elizabeth or to the Plum Channel to the north.
If going north, there may be easements needed from Jefferson Commons.
d. There is an irrigation waste ditch or pipe crossing the front of the property. Please
contact Ed Wendel who is the ditch rider for the Pleasant Valley and Lake Canal
Company at 226-4795. The lateraltwaste ditch owner will need to sign the plans.
e. The site is on Stormwater inventory map #31.
3. Engineering Department:
a. Street Oversizing Fees and Larimer County Road Impact Fees are likely to
apply. Check with Matt Baker for the specific amount of these fees for
your project.
b. A Traffic Impact Study (TIS) may to be submitted for review (but probably
not). If required, the TIS needs to address site access, and all modes of
transportation including automobile, bicycle, pedestrian, and transit.
Coordinate with Eric Bracke from Traffic Operations to determine the level
of detail necessary for the vehicular scope of the TIS. Coordinate with Tom
Reiff from Transportation Planning to determine the level of detail
necessary for the bicycle, pedestrian and transit scope of the TIS.
c. West Elizabeth Street will need right-of-way and adjacent utility easements
dedicated in accordance with standards contained in the Larimer County
Urban Area Street Standards (LCUASS) document, which would require 42
feet of right of way on each side of the street's centerline.
d. There are plans to improve West Elizabeth. The timing of this street
improvements determines how your development would be involved. If it is
built first, then you develop, you would be required to repay your required
amount of contribution. If your site develops before the street is improved,
you would be required to put up the funds for your required contribution.
e. If the property is platted already, easements can be dedicated through
separate document. If it's not already platted, you will be required to do so
as part of your proposed project, and any easements can be dedicated as
part of the plat.
f. Repair or replace any damaged curb, gutter and sidewalk.
g. Underground any overhead utilities.
h. If the Elizabeth Street improvement project goes first, make sure you
coordinate your utility tap locations before they cover those mains up with a
new street. Street cut fees are triple if you cut into a new street.

COMMENTS:
1. Zoning Department:
a. This proposed use of multifamily or two-family dwelling would be subject to
a Type 1 review, however if you intend to have 4 unrelated people in the 4
bedroom house, you'll need a modification from the Planning and Zoning
Board for that.
b. The parking space quantities are regulated in Section 3.2.2(K) of the Fort
Collins Land Use Code (LUC).
c. Handicap parking is regulated in Section 3.2.2(K)(5) of the LUC.
d. Parking stall dimensions are regulated in Section 3.2.2(L) of the LUC.
e. A 5' wide landscape butter is required along the east property line.
