The proposal complies with the applicable design standards,
requirements, and specifications for the services as set forth in this
section. The property is not being platted with this development request.
B. Division 3.5, Building Standards
One new 1-story control building is being proposed, containing a total of
960 square feet of floor area. The building footprint will be 24'-0" x 40'-0",
oriented west to east.
Total height for the building would be 14'-6" at the top of the peak of the
roof, running west to east.
The primary building material is to be interlocking, 16" wide metal panels
painted desert tan. Roofing material is to be 16" wide standing seam metal
panels.
FINDINGS OF FACT/CONCLUSIONS
After reviewing the Timnath Tap, PDP, staff makes the following findings of fact and
conclusions:
1. The proposed land use is permitted in the I — Industrial Zoning District.
2. The Project Development Plan complies with all applicable district standards
of Section 4.23 of the Land Use Code, I — Industrial Zoning District.
3. The Project Development Plan complies with all applicable General
Development Standards contained in Article 3 of the Land Use Code.
4. City staff has reviewed only that portion of the property that is within the City
of Fort Collins limits. The remainder of the property is not being required to be
annexed at this time.
RECOMMENDATION:
Staff recommends approval of the Timnath Tap, Project Development Plan - #21-04,
being that portion of the Timnath Switch Station property that is within the limits of the
City of Fort Collins.

The property has not been platted in the City of Fort Collins.
2. Project Description
The existing electric power generation and transmission facility located east of
the East Frontage Road along Interstate 25 and north of East Vine Drive. It is
accessed from the Frontage Road by an existing dirt drive that runs along the
north side of the Larimer and Weld Canal.
This is a request for an expansion of an existing electric power generation and
transmission facility located east of the East Frontage Road along Interstate 25
and north of East Vine Drive. The owner and operator of the property and facility
(Tri-State Generation & Transmission Association) proposes to expand the
existing Timnath Switch Station from 1.0 to 2.0 acres in size, replace the existing
control building, and install a 115 kV circuit breaker and additional towers. The
improvements will be done in 2 stages.
The portions of the property that are within the limits of the City of Fort Collins are
to the west of the existing facility (dimensions of 110' x 325') and to the south of
the existing facility (dimensions of 50' x 158'). These 2 parcels are about 1 acre
in size and will contain the new control building and new transmission line
towers. The area will be enclosed by a new chain link fence 7' in height.
3. Division 4.23 of the Land Use Code — Industrial District
The proposed expansion of an existing public facility (an electric power
generation and transmission station) is permitted in the I - Industrial Zoning
District subject to an administrative review.
The PDP meets the applicable Land Use Standards and Development Standards
in the Industrial District .
4. Article 3 of the Land Use Code — General Development Standards
The PDP complies with all applicable General Development Standards, more
specifically as follows:

• the standards located in Division 3.5 - Building Standards of ARTICLE 3 -
GENERAL DEVELOPMENT STANDARDS; and,
• the standards located in Division 4.23 Industrial (1) of ARTICLE 4 —
DISTRICTS.
Public facilities are permitted in the I — Industrial Zoning District, subject to an
administrative (Type 1) review.
The purpose of the Industrial District is:
"To provide a location for a variety of work processes and work places such as
manufacturing, warehousing and distributing, indoor and outdoor storage, and a
wide range of commercial and industrial operations. The Industrial District also
accommodates complementary and supporting uses such as convenience
shopping, child care centers and housing. While these Districts will be linked to
the City's transportation system for multiple modes of travel, some may
emphasize efficient commercial trucking and rail traffic as needed. Industrial and
manufacturing processes used in this District may, by necessity, be
characteristically incompatible with residential uses."
This proposal complies with the purpose of the I - Industrial District as it proposes an
expansion of an existing electric utility (a public facility) on property in the middle of
agricultural lands. The property is in both the City of Fort Collins and Larimer County.
City staff is reviewing only that portion of the property that is within the City of Fort
Collins limits.

The portion of the subject property within the limits of the City of Fort Collins was
annexed into the City in August, 1988 as part of the Buckeye Farms, Inc. and
Harold D. Einarsen Annexation.
