Timnath Switch Expansion
Project Development Plan
Tri-State Generation & Transmission Association, Inc., (Tri-State) is a nonprofit,
wholesale power supply cooperative that provides electric power to 44 member
distribution systems which serve major parts of Colorado, Nebraska, Wyoming and New
Mexico. Poudre Valley Rural Electric Association, Inc., (PVREA) located in Fort
Collins, Colorado is our local distribution member.
Tri-State purposes to install a 115 kV circuit breaker with two isolation switches
at Tri-State's Timnath 115 kV Switch Station to sectionalize the Ault — Richard Lake 115
kV transmission line for PRPA. And also install bus to the breaker so that it forms the
first section of a future four -breaker ring bus. The additional equipment requires Tri-
State to expand the existing Timnath Switch Station from 1 acre to 2 acres. Also, the
existing control building will be replaced with a new 24 x 40-control building.
The need for this project is that Platte River Power Authority (PRPA) is
improving transmission service within its member city of Fort Collins, to maintain
adequate transmission reliability to the city's distribution substations. The installation of
a 115 kV circuit breaker at Timnath Switch Station will separate transmission
disturbances outside of the Fort Collins 115 kV system from those within the city's
service area. The new equipment will allow PRPA more system reliability and capacity
improvements and also provide PRPA more flexibility for future system improvements.
This added equipment will not increase the traffic going in and out of the site on
an annual basis. We anticipate 1 to 2 trips to the site per month during normal
maintenance. This will usually involve a one or two man crew in one pick-up truck.
During construction the traffic will pick-up on a daily basis for approximately 60 days.
Tri-State would like to have the landscaping remain unchanged with this proposed
expansion. The property is surrounded by farmland on three sides and has an access road
located on the fourth side. This will remain unchanged with the expansion of the site.
The neighboring farmer will be welcome and I believe plans on continuing to farm the
surrounding property as close to the fence line as he feels comfortable doing. Because of
this situation and the natural surroundings no landscaping has been required in the past.
Our plans call for our fence to be located within 6 to 12 inches of our property lines.
Tri-State's proposal does not call for the use of any Hazardous Materials at the
site. We have provided with this submittal a Phase 1 Environmental Site Assessment.
The assessment concludes there is a low potential for environmental liabilities associated
with the property. The site inspection and records evaluation did not indicate the
presence of likely environmental concerns.
