Home Instead Plaza FDP #130042 Member Hart made a motion that the Planning and Zoning Board approve the July 10, 2014, Consent agenda as presented, including the minutes from the June 12, 2014, Planning and Zoning Board hearing, 217 W. Trilby Road PDP#120006, and Home Instead Plaza FDP #130042. Member Schneider seconded. Vote: 6:0. Public Input: None noted. Discussion Agenda: 4. Adoption of Land Use Code Revisions from the TOD Parking Study This item was removed from this agenda and will be considered at a later date. Other Business Discussion of APU Updates Director Kadrich gave a brief summary of the APU process and the subsequent memo written by Chair Carpenter that will be submitted to the Mayor and City Council. Vice Chair Kirkpatrick stated that the memo accurately captures both the discussion and the perspective of the Board. Vice Chair Kirkpatrick made a motion to forward the memorandum dated July 10, 2014, to Mayor Weitkunat and the City Council from Chair Carpenter regarding the APU process and summarizing the progress that the P&Z Board has made. Member Hansen seconded the motion. Vote: 6:0. The meeting was adjoumed at 6:12 pm. Laurie Kadrich, CDNS Director J n r Carp ter, Chair Council Liaison: Mayor Weitkunat Staff Liaison: Laurie Kadrich Chair: Jennifer Carpenter Phone: (H)231-1407 Chair Carpenter called the meeting to order at 6:00 p.m. Roll Call: Carpenter, Hansen, Hart, Heinz, Kirkpatrick, and Schneider Absent: Hobbs Staff Present: Kadrich, Eckman, Gloss, Burnett, Beals, Lorson, Langenberger, and Cosmas Agenda Review Chair Carpenter provided background on the board's role and what the audience could expect as to the order of business. She described the following processes: • While the City staff provides comprehensive information about each project under consideration, citizen input is valued and appreciated. • The Board is here to listen to citizen comments. Each citizen may address the Board once for each item. • Decisions on development projects are based on judgment of compliance or non-compliance with city Land Use Code. • Should a citizen wish to address the Board on items other than what is on the agenda, time will be allowed for that as well. • This is a legal hearing, and the Chair will moderate for the usual civility and fairness to ensure that everyone who wishes to speak can be heard. Director Kadrich reviewed the items on both the Consent and Discussion agendas and also explained the consent/discussion procedure to the audience. Director Kadrich requested that the TOD Parking Study be removed from the agenda tonight in order to allow the Board more time for consideration of this item. She also requested that an item be added to the agenda under Other Business: the review of the Addition of Permitted Use (APU) memo, dated July 10, 2014, to be submitted to the Mayor and City Council.
