In reading the Staff Report, here are my concerns: The staff report is silent as to demonstrating compliance with the definition of Convenience Shopping Center. The staff report is silent as to how the Convenience Shopping Center is 25% of a larger development plan that consists of primary uses required for being located in the Employment zone. The staff report is silent on the requirement that the drive -through restaurant is also required to have either an interior sit-down area or a walk-up component. A restaurant that is strictly drive -through violates Section 3.2.2(H). The staff report is silent as to providing a direct connecting walkway to the restaurant. A building that is essentially an island surrounding by a driveway violates Section 3.5.3(C). Neither the staff report or the site plan indicate how much stacking is available behind the menu board and pick up window. The staff report is silent as to how access is provided across the U.S.P.S. property without an Letter of Intent from the U.S. P.S. ' The staff report is silent as to the issues of congestion at the Landings Drive / U.S.P.S. driveway access. Please note that as part of the scoping for the Transportation Impact Study for your current proposal, Matt Delich has been asked to perform a feasibility analysis of converting this intersection to a round -about. The Transportation Impact Study in 2006 indicates that the access from Boardwalk would be restricted to right -in / right - out only and will require the construction of a separate right turn lane and a raised channelization island. There is no indication of the raised channelized island on the site plan (if it's there, it's not labeled). The staff report indicates that the neighborhood information meeting was waived. In today's world, it is difficult to see how this waiver could again be granted. Please note that since 2006, there are now requirements to provide low impact development for purposes of minimizing the amount of impervious surface and that there are new requirements for bicycle parking. As you are no doubt aware, a lot has changed in seven years. All development projects are under a higher level of scrutiny. These are the issues I see going forward.
