Staff has reviewed your submittal for ARAPAHOE FARMS REZONING -TYPE II (LUC), and
we offer the following comments:
ISSUES:

[8/11/04] City Plan policies regarding MMN neighborhoods would not be met at this
location. Staff finds no statements in the Structure Plan and Land Use Code advocating
higher densities at arterial intersections. City Plan policies, which guide this kind of request,
spell out a certain pattern of linkage between surrounding lower density neighborhoods and
a Neighborhood Commercial or Community Commercial District. The linkage is to be direct
via an integral pattern of streets and blocks. Such a pattern does not and will not exist here
and the commercial uses across the intersection do not constitute such a district.
The encumbrances, constraints, and disconnections of the parcel, which are noted in the
submittal, do not appear to be a reason to INCREASE the intensity of use on the property.
Staff acknowledges the many locations where MMN uses exist at arterial corners. Some of
those precede City Plan, and some are in conjunction with a Neighborhood Commercial
District. But regardless of those existing situations, staff finds no policy support for (or
against) placing MMN at arterial corners. Instead, policies focus on certain other aspects of
strategic locations and development patterns which, again, do not exist at this location.
