The City Staff shares your excitement about this project's potential impact on the Willow Street area of downtown. Willow Street Lofts is one of the first new developments proposed within the Downtown River Redevelopment District. Architectural standards within this district are unique within our community, reflecting a balance between the natural landscape along the river and rich architectural heritage reflected in surrounding buildings. In your message, you did not give specific examples of projects that in your opinion do not adequately meet the design standards, but if there are any projects that do not meet the standards, chances are they were either approved prior to City Plan and the Land Use Code, are located outside the RDR Zone District, or they applied for and received a modification of standards. We would be happy to discuss any specific project with you in more detail if you wish and would welcome reviewing that information at next week's meeting. At this point in time, based on the August 6`h elevations, you are still not meeting the following design standards: terracing back above the third floor of the street fronting building, vertical articulation of the street fronting building, and the "base" standards on the residential buildings. As your project planner, Anne has alerted you to these problems through staff review comments, letters, phone conversations and in two face- to-face meetings. As the Administrative Hearing Officer reviewing the development plan, I determined that these same areas were deficient in meeting the standards required of the project and stipulated correction in your conditional approval. Since the 14-day period for appealing the administrative hearing decision has passed, your remaining available options are either to change the design to meet the standards or to apply for and receive modifications to these standards. I will be happy to discuss these outstanding issues further at our meeting scheduled for Wednesday, August 15 at 2pm.
