This area of Fort Collins is within 0.25 miles transit Routes 1, 5,
8, 14 and 15. It is within 0.25 miles of the Downtown Transit Center.
Since this is an intermediate transportation impact study, the long range
transit system or level of service is not relevant. Transit level of
service will be the same as that which currently exists.
It is concluded that, with the Bas Bleu Theatre and Willow Townhomes
Project, the future level of service at the key intersections will be
acceptable. The level of service for bicycle and transit modes will be
acceptable. The minimum pedestrian level of service cannot be achieved
without significant improvements. This project cannot be expected to
build sidewalks throughout Old Town Fort Collins where they do not
currently exist.
the site. Trip Generation, .7`1' Edition, ITE was used as a reference in
calculating the trip generation.Table 2 shows the trip generation for
the Bas Bleu Theatre Project.
The trip distribution for this site is shown in Figure 4. The trip
distribution was determined using the existing traffic counts, knowledge
of the existing and planned street system, development trends, and
engineering judgment. Figure 5 shows the site generated traffic
assignment of the Bas Bleu Theatre Project.
Figure 6 shows the short range (2006) background peak.hour traffic
at the key intersections. Background traffic volume forecasts for the
short range (2006) future were obtained by reviewing historic counts in
the area. Compared to January 2002 peak hour counts at the
College/Willow/Cherry intersection, the June 2004 peak hour counts were
generally lower. However, in order to show an increase in traffic, the
June 2004 traffic at the key intersections was increased at the rate of 2
percent per year to the year 2006. Table 3 shows the short range (2006)
background peak hour operation at the key intersections. Calculation
forms are provided in Appendix C. The key intersections will operate
acceptably with existing control and geometry.
Figure 7 shows the short range (2006) total peak hour traffic at the
key intersections. Table 4 shows the short range (2006) total peak hour
operation at the key intersections. Calculation forms are provided in
Appendix D. The key intersections will operate acceptably during the
peak hours. Figure 8 shows the short range (2006) -geometry at the key
intersections. This is the existing geometry at the two existing
intersections.
Willow Street is classified as a collector street on the Fort
Collins Master Street Plan. The turning volumes do not require either a
left -turn lane or a right -turn lane at the Willow Street access. The
posted speed limit on Willow is 25 MPH.
The Bas Bleu Theatre and Willow Townhomes Project site is the area
within which the City requires pedestrian and bicycle level of service
evaluations. Appendix E shows a map of the area that is within 1320 feet
of the Bas Bleu Theatre and Willow Townhomes Project site. There will be
three pedestrian destinations within a quarter mile of the project site.
These are: 1) the recreation trail east of the site (Poudre River'Trail);
2) the commercial south of the site (Old Town Fort Collins); 3) the
recreation area north (adjacent) of the site. This site is in area type
termed "pedestrian district." The minimum level of service for these
area types is A for all measured categories, except for street crossings
which is B. As indicated on the Pedestrian LOS Worksheet, the minimum
level of service cannot be achieved. This project will add sidewalk
along their site frontage. The Pedestrian LOS Worksheet is provided in
Appendix E.
Based upon Fort Collins bicycle LOS criteria, there is one
destination areas within 1320 feet of the Bas Bleu Theatre and Willow
Townhomes Project site. This is the Poudre River Trail east of the site.
There are bike lanes on Willow Street and on Linden Street, which would
place the bicycle connectivity at level of service B. The bicycle LOS
worksheet is provided in Appendix E.

This memorandum addresses the transportation impacts of the

proposed Bas Bleu Theatre and Willow Townhomes Project. This

project is proposed to be located along Willow Street, just north of

Pine Street in Fort Collins. The site location is shown in Figure

1. Currently, there is the Giddings Machine Shop on this lot. The

Bas Bleu Theatre and Willow Townhomes Project will consist of a 150

seat theatre with an office and 23 townhome dwelling units. The

theatre will open with 100 seats and then expand to 150 seats in a
few years depending on funding. For simplicity, the theatre was

assumed to have the full 150 seats for this study. The scope of
this study was discussed with the Fort Collins Traffic Operations
Engineer. A brief memorandum was requested. There are no sidewalks
along Willow Street and Linden Street, except for on the north side
of Willow for approximately 480 feet east of College Avenue. There
are sidewalks along both sides of College Ave (US287). There are no
bike lanes on College Ave (US287). There are bike lanes on Linden
Street and on Willow Street.
The hours of operation for the theatre portion of the site are
assumed to be after the afternoon peak hour (i.e. 6:30PM-11:OOPM).

the surrounding areas. This includes the two city parking garages
