HomeMy WebLinkAboutKINARD JUNIOR HIGH SCHOOL - SITE PLAN ADVISORY REVIEW - 42-04 - CORRESPONDENCE -[11/16/04] The flows coming the area to the West of the Track and Field court should not be directed at the underdarin system as currently shown, these flows should be calculated and they should be tied to a more appropriate drainage system such as the swale on the south side of the field. Please document how the flows issued from the Homestead 2nd Filing detention pond that are being routed through this site have been calculated. Topic: Plat Number: 8 Created: 11/16/2004 [11/16/04] Please provide a plat for the site showing the detention pond in a drainage easement. Department: Transportation Planning Issue Contact: David Averill Topic: General Number: 13 Created: 11 /17/2004 [11/17/04] I'm not sure what the school districts policy is, but I trust that bicycle parking will be provided in secure, well lit locations that are proximate to building entrances and perhaps some of the exterior activity fields (the track, ball diamond, etc.). Department: Zoning Issue Contact: Peter Barnes Topic: zoning Number: 3 Created: 11 /15/2004 [11/15/04] Per 3.2.2(E)(4) of the LUC, the ends of parking rows in the front parking lot should be defined by landscape islands. 3 of the rows don't provide such islands. Comment from Current Planning: If possible, all chainlink fencing should be vinyl -clad to reduce glare. Be sure and return all of your redlined plans when you re -submit. If you have any questions regarding these issues or any other issues related to this project, please feel free to call me at (970) 221-6750. Yours Truly, Ted Shepard City Planner Page 3 [11/18/04] Need to show existing buildings and whether or not they are being removed. More detailed comments will be given when a more detailed design is submitted with the next round of review. Department: Light & Power Issue Contact: Doug Martine Topic: Electric Number: 1 Created: 11/10/2004 [11/10/04] The developer will need to coordinate power requirements and a location for an electric transformer with Light & Power (221-6700). The transformer must be within 10 ft. of an all weather surface accessible to a utility line truck. Number: 2 Created: 11 /10/2004 (11/10/04] Electric development charges will apply. Department: Natural Resources Issue Contact: Doug Moore Topic: General Number: 11 Created: 11/16/2004 [11/16/04] Looks like another great project, good job project design team! Raptor nesting dated that the City has received in the past shows hawk nesting occurring in the area. CDOW may have conditions related to this raptor use. Department: Stormwater Utility Issue Contact: Basil Hamdan Topic: Detention Sizing Number: 10 Created: 11/16/2004 [11/16/04] In the report please document how the detention pond was sized and how the release rate into the existing culvert across Ziegler Road was sized. Release rate should take into account future development on the west side of Ziegler that would also drain to the culvert and the capacity of the culvert as previously designed by the Fossil Lake development. Topic: Drainage Number: 5 Created: 11/16/2004 [11/16/04] Please submit a drainage report as none were provided with this previous submittal. Topic: Inlet on south side of Trilby Number: 6 Created: 11/16/2004 [11/16/04] an inlet should be placed on the south side of Trilby to collect runoff from the street and should be tied to the existing culvert across Ziegler. Topic: Off -site flows Number: 7 Created: 11/16/2004 Page 2 STAFF PROJECT REVIEW City of port Collins RB & B ARCHITECTS Date: 11/18/2004 315 EAST MOUNTAIN AVENUE, SUITE 100 FORT COLLINS, CO 80524 Staff has reviewed your submittal for Kinard Junior High School - Site Plan Advisory Review, #42-04, and we offer the following comments: ISSUES: Department: Engineering Issue Contact: Susan Joy Topic: General Number: 9 Created: 11 /16/2004 [11/16/04] The utility plans must be designed in accordance with LCUASS. Please see Appendix El, E2, and E4 as well as Appendix E6 for scanning requirements. Additional comments will follow when more detail is presented. Number: 14 Created: 11 /17/2004 [11/17/04] Eric Bracke/Traffic Engineer has reviewed the TIS and determined that the Ziegler/Trilby intersection is not a good location for a roundabout. A standard intersection needs to be designed with the recommendations given in the TIS. Additional ROW will need to be dedicated in order to accommodate the various turning movements and the plans need to show and dimension the row off the CL so that it can be verified. Number: 16 Created: 11 /17/2004 [11/17/04] Easements (such as Emergency Access, Utility, Drainage, etc.) and row must be dedicated by separate document if not platting. An exhibit and legal description will be required for each easement for our review and approval prior to the actual filing of the documents. I can forward you the dedication statements you'll need to complete. I will also need the legals electronically for our City Clerk. I will work with Alaina closely to help her through the process and make it as easy as possible for her. Topic: TIS Number: 18 Created: 11 /18/2004 [11/18/04] Please update the traffic study to include the impacts from the changes to the Master Street Plan. Please notify the effected property owners and provide copies of that notification to the city. Topic: Utility Plans Number: 15 Created: 11 /17/2004 [11117/04] LCUASS details must be shown in their entirety. Number: 17 Created: 11 /18/2004 [11/18/04] Utility plans must be submitted on 24x36 paper. Number: 19 Created: 11 /18/2004 [11/18/04] Will need to coordinate the school's design with the road design so that the two designs will match. Number: 20 Created: 11 /18/2004 Page 1
