RE: Kinard Junior High Site Plan Advisory Review
This memo is a response to a question raised by a Planning and Zoning Board member at the
recent work session regarding the impacts of the Kinard Junior High proposed site plan on
the City of Fort Collins Master Street Plan. To accurately understand the impacts of this
proposed change and the implications for the roadway network surrounding this
development, Transportation Planning Staff has conducted a travel demand model analysis
of two scenarios. The first scenario examines the adopted MSP roadway network in this
area of Fort Collins, including the extension of Zephyr Drive directly to Zeigler Road. The
second scenario examined the current MSP roadway network with one proposed change —
namely, the routing of the Zephyr Dr. collector to the southeast so that it intersects with the
planned extension of Trilby Rd, just west of Zeigler Rd and thus does not pass directly
through the proposed school site. The model analysis shows that very little change in
traffic flow (where vehicles are going) and absolutely no change in level of service on
any area facilities would be expected with this change to the Master Street Plan.
In addition, Transportation Planning has requested that an amended TIS be provided by the
applicant to further examine the implications of this proposed change to the Master Street
Plan. As yet no amended TIS has been received.
It is Staff s feeling that this proposed change and the resulting Master Street Plan
amendment should not hold up the review process for this proposal. This "Zephyr Road
amendment" will be incorporated into the next round of annual updates to the City's Master
Street Plan in early 2005 along with several other similar types of minor changes.
